Human Resources Generalist

Job Purpose and Objectives:

Performs clerical, recordkeeping and administrative support services for Ellis County’s Human Resources department and is primarily responsible for processing bi-weekly payroll, maintaining employee time records and leaves, and benefits assistance.

Job Competencies: Essential Functions include the following. Duties and responsibilities, as required by business necessity may be added, deleted, or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Schedule and shift assignments and work location may be changed at any time, as required by business necessity.

- Processes payroll and maintains all payroll records, including pay rates, time records, deductions, garnishments, leaves, disbursements, calendars, and other

- Records and processes Federal and State payroll tax deposits

- Coordinate and maintain employee leave records, programs, and tracking (FMLA, Workers Compensation, Shared Leave program, etc.)

- Assists with benefit administration including education, enrollment, modifications, and bill reconciliation

- Assists with employee onboarding and offboarding processes to include new hire paperwork and onboarding

- Completes year-end payroll processing, including annual federal and state payroll tax reports, W2’s, Affordable Care Act, and KPERS annual reports

- Prepares reoccurring and ad hoc reports, including state unemployment reports, quarterly federal tax, Workers Compensation, and others as necessary including associated audits

- Responds to verification of employment requests

- Assists with records retention and disposition as required

- Maintains job descriptions for all County positions and distributes pursuant to County policy

- Responds to and completes wage surveys as needed

- Support recruitment and retention efforts, including interviews and job fairs

- Facilitate and maintain employee performance review program

- Assists with day-to-day operations of the human resources department, including recruitment, employee relations, benefits, and policy compliance

- Serves as the KPERS Designated Agent

- Reports newly hired and re-hired employees to the Kansas New Hire Directory in accordance with required laws

- Manages fuel card program

- Enforces and maintains compliance with all federal, state, and local laws and ordinances

- Performs other duties as assigned or deemed necessary

- Complies with all organizational and departmental policies and procedures

- Operates all job-related equipment, machinery, tools, and other aids as required or needed

- Protects and maintains any confidential information, whether oral, written, or electronic

Position Requirements:

- High school diploma or equivalent required; bachelor’s degree or some college credit is preferred

- One to three years of human resources, payroll, benefit administration, or related administrative work required.

Certifications / Licenses:

- Valid driver's license

Skills/Knowledge/Abilities:

- Knowledge of all Human Resources related statues, deadlines, regulations and requirements

- Ability to learn and understand all employee benefits offered to eligible employees

- Ability to ensure proper filing and record keeping by accurately entering and maintaining information in a timely manner

- Ability to handle sensitive, confidential and delicate situations

- Ability to coordinate and streamline processes related to compliance tracking, reporting and audits

- Knowledgeable on legislation concerning employee benefits and wages

- Ability to apply Human Resources laws, rules and regulations to interpret information of a complex and technical nature

- Knowledge of County personnel policies

- Ability to demonstrate positive leadership through open communications, teamwork, and effective problem-solving skills

- Excellent time management skills and ability to multi-task and prioritize work

- Ability to fulfill all duties with minimal supervision and to work independently

- Assess situations rapidly and make logical decisions in a timely manner
