Position Overview
The Government Services Integration Cluster is seeking a Junior Business Analyst to provide business analysis, requirements management, stakeholder engagement, process analysis, and systems optimization support for I&IT initiatives.
The successful candidate will work closely with business stakeholders, subject matter experts, IT teams, and external vendors to understand business needs, document requirements, analyze processes and data, identify improvement opportunities, and translate business requirements into actionable specifications for technology solutions.
This role requires a strong understanding of business analysis methodologies, requirements gathering, process modelling, SQL/database analysis, stakeholder facilitation, and modern requirements-management tools.
Key Responsibilities
Business Analysis & Requirements Management
- Gather, analyze, validate, and document business, system, functional, data, and non-functional requirements.
- Assess business problems and opportunities and translate them into clearly documented requirements.
- Develop and maintain use cases, user stories, acceptance criteria, business rules, and requirements specifications.
- Conduct business process analysis and identify opportunities for process improvement, workflow optimization, and systems re-engineering.
- Create and maintain Visio diagrams, process flows, swim lane diagrams, business process maps, and workflow models.
- Conduct conceptual and logical data analysis and support data-flow modelling.
- Perform database analysis and SQL querying to investigate and validate business/data requirements.
- Develop requirements traceability matrices and performance measures where required.
- Translate business and data requirements into specifications sufficiently detailed for technical teams to design appropriate solutions.
Stakeholder Engagement & Requirements Workshops
- Liaise effectively between business users, IT teams, subject matter experts, vendors, and other stakeholders.
- Lead and facilitate requirements-gathering workshops, JAD sessions, stakeholder interviews, and discovery sessions.
- Ask probing questions to identify underlying business needs, dependencies, constraints, and risks.
- Facilitate discussions between stakeholders with differing priorities and achieve consensus on requirements.
- Prepare presentations, briefing materials, requirements documentation, and other stakeholder communications.
- Clearly communicate complex business and technical concepts to both technical and non-technical audiences.
Systems Re-Engineering & Process Optimization
- Analyze existing systems, processes, and workflows to identify inefficiencies and improvement opportunities.
- Support systems re-engineering and workflow optimization initiatives.
- Identify opportunities for automation and improved digital service delivery.
- Apply business analysis and re-engineering concepts to develop efficient and cost-effective approaches.
- Support feasibility analysis, business cases, cost-benefit analysis, and implementation strategies.
- Monitor requirements-related issues, dependencies, and progress and escalate concerns appropriately.
Tools & Technical Environment
The successful candidate should have hands-on experience with business analysis and collaboration tools, including:
- JIRA
- Confluence
- Azure DevOps
- Microsoft Visio
- Lucidchart
- MIRO
- Figma
- SharePoint
- Microsoft Teams
Additional experience with Power BI, SQL, and Advanced Excel is considered an asset.
Experience with ERP, CRM, or cloud-based business solutions is also an asset.
RequirementsMandatory Qualifications
Candidates must demonstrate all of the following:
1. Business & Data Analysis
- Proven experience gathering, analyzing, and documenting data, system, and business requirements.
- Strong experience creating Visio diagrams and swim lane diagrams for business/process analysis.
- Ability to define use cases, user stories, and acceptance criteria for IT solutions.
- Experience with database analysis and SQL language.
- Strong analytical and problem-solving capabilities.
- Experience with systems re-engineering and workflow optimization.
2. Stakeholder & Requirements Facilitation
- Experience leading requirements workshops, JAD sessions, and stakeholder interviews.
- Ability to effectively liaise between business users, IT teams, and external vendors.
- Strong documentation and presentation skills.
- Excellent facilitation, negotiation, communication, and interpersonal skills.
3. Mandatory Tools
Hands-on experience with:
- JIRA
- Confluence
- Azure DevOps
Experience using these tools for requirements tracking, documentation, collaboration, and project delivery is expected.
4. Ontario Public Sector / Government Understanding
- Understanding of OPS procurement, regulatory compliance, and service delivery models.
- Candidates with prior Ontario Public Sector (OPS) or government experience are strongly preferred.

The successful candidate should be comfortable working within:

- Object-oriented approaches
- Requirements management and traceability practices
Knowledge of OPS governance frameworks, Stage Gate processes, ITIL, security policies, Enterprise Architecture, and OPS Standard Systems Development Methodologies is an asset.
Additional Assets
The following experience will strengthen a candidate's profile:
- Prior Ontario Public Service / OPS experience.
- Previous public-sector or government project experience.
- Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related standards.
- Information Management principles, policies, and practices.
- Experience with information retrieval packages.
- Experience developing business cases, cost-benefit analyses, feasibility studies, and implementation strategies.
- Experience developing performance measures and conducting follow-up evaluations.
- Experience with Power BI, Advanced Excel, ERP, CRM, or cloud-based solutions.
- Familiarity with emerging I&IT technologies and digital transformation.
Work Arrangement
This is a 100% onsite position. Candidates must be willing and able to work onsite in Toronto, Ontario, five (5) days per week.
There is no clearance requirement for this assignment.
Ideal Candidate Profile
The ideal candidate is a hands-on Junior Business Analyst who can independently gather and document requirements, facilitate stakeholder discussions, create Visio/swim lane process diagrams, work with SQL and databases, and manage requirements using JIRA, Confluence, and Azure DevOps.
Candidates with OPS/public-sector experience and familiarity with government governance, procurement, compliance, and service-delivery environments will be highly competitive.
