The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City agencies and nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing-all with a focus on accountability, empathy, and equity.
DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.
The Division of Capacity Planning and Development (CPD) is responsible for new facility development for single adults, adult families, families with children and street homeless populations. CPD collaborates closely with providers, landlords and developers in myriad phases of emergency, mid-term and long-term siting, as well as the procurement and contracting for new shelter locations. This portfolio and development pipeline requires strategic planning and coordination across Agency divisions to meet goals related to Mayoral priorities, planning for emergency needs and supporting programmatic innovations developed by the Agency or a part of Mayoral initiatives.
In order to continue to meet Agency goals, ensure the highest quality of capacity and increase efficiencies of the procurement process, CPD seeks to fill the role of Assistant Commissioner of Strategic Planning and Procurement Management. Reporting to the Deputy Commissioner, this candidate will assist in the strategic planning of the division as it strives to meet the ongoing need for shelter development and capacity. The Assistant Commissioner will lead efforts related to the planning and implementation for emergency capacity by analyzing and maintaining data to pinpoint capacity needs, forecast gaps in the development pipeline, streamline workload related to the human service plan and release of all RFPs with the goal to streamline and optimize the procurement process, including budget negotiations, fiscal year contracting plan and provider negotiations related to the development of this capacity. Support the Deputy Commissioner in communications with Executive leadership and planning of Agency goals.
