PBM Product & Platform Engineering Director
Cigna Group · Newton, Massachusetts, United States
Job Description
PBM Product & Platform Engineering Director will lead a Software Engineering team that delivers innovative healthcare technology solutions to our patients, members, and customers as we build and scale the New PBM Platform. Reporting to the VP, Technology Delivery for the New PBM Platform, the Director is accountable for implementation and operational execution across assigned core services, runtime, data services, shared components, product capabilities, and ensures engineering delivery aligns with New PBM Platform standards and enterprise requirements.
This leader will build and direct teams of engineers and technical professionals, partner with Product Management Platform, Product and Operations Architecture to clarify requirements and sequencing, and work closely with Delivery, Build Quality, DevSecOps, Data, Security, and Infrastructure teams. The role owns delivery outcomes, engineering quality, technical health, operational readiness, and talent development for the assigned domain.
Core Responsibilities Include
Engineering Strategy & Execution
- Translate the New PBM Platform roadmap, architecture, and product priorities into executable engineering plans for the assigned domain.
- Lead design, development, integration, release, and production-readiness activities with clear commitments and measurable outcomes.
- Ensure solutions meet functional, performance, scalability, reliability, recovery, security, privacy, and compliance expectations.
- Prove that delivered capability holds at production volumes, covering load, soak, throughput, latency, and recovery, and produce the supporting evidence before capability is accepted.
- Drive disciplined engineering practices, design reviews, code quality, documentation, and technical decision-making.
- Balance near-term delivery with long-term sustainability, reuse, maintainability, and reduction of technical debt.
Product & Platform Partnership
- Partner with Product Management and Product Architecture to own the engineering half of the specification, confirming requirements are clear, complete, testable, and buildable before work enters a sprint.
- Partner with Platform Architecture and shared engineering teams to apply common patterns, standards, and reusable services.
- Coordinate dependencies across product domains, platform teams, enterprise integrations, and the teams integrating, modernizing, and re-implementing the existing PBM systems.
- Contribute engineering insight to roadmap decisions, sequencing, capacity planning, and investment tradeoffs.
- Ensure assigned capabilities can operate at required enterprise scale without unnecessary client-specific rebuilding.
Engineering Performance & Operations
- Establish metrics for delivery predictability, throughput, quality, reliability, technical health, and operational performance.
- Partner with Build Quality and Test Architecture leaders to meet the program quality bar and produce required readiness evidence.
- Ensure observability, support models, runbooks, incident response, resilience, and recovery capabilities are built into delivered solutions.
- Lead resolution of critical technical issues, production risks, and cross-team engineering barriers.
- Manage the engineering resources that carry production support for delivered capability, including sustaining and on-call coverage, defect and incident workload, and the balance between support demand and new delivery commitments.
- Drive continuous improvement in automation, developer productivity, release practices, and operational excellence.
People & Organization Leadership
- Build, lead, and develop a high-performing organization of engineers and technical professionals.
- Establish clear roles, accountability, objectives, feedback, and development plans across the team.
- Recruit and retain talent with the technical depth and learning agility required to scale the New PBM Platform.
- Create an inclusive, collaborative, and outcomes-focused engineering culture.
- Manage employees, contractors, vendor resources, capacity, and budget within the assigned function.
Critical Leadership Competencies
- Drives Vision and Purpose: Connects the role’s work to the broader PBM transformation objectives and communicates a clear path forward.
- Delivers Results: Creates accountability, removes barriers, and drives measurable outcomes under demanding timelines.
- Manages Complexity: Synthesizes complex and sometimes conflicting information to establish practical solutions.
- Decision Quality: Makes sound, timely decisions using technical, delivery, risk, and business considerations.
- Collaborates: Builds effective partnerships across engineering, architecture, product, delivery, and business teams.
- Communicates Effectively: Provides clear, concise, and audience-appropriate communications, recommendations, and escalations.
- Manages Ambiguity: Establishes direction and momentum where requirements, solutions, or precedents are still emerging.
- Instills Trust: Builds credibility through transparency, expertise, follow-through, and sound judgment.
- Builds Effective Teams: Develops a strong engineering identity and brings diverse capabilities together around common outcomes.
- Directs Work: Provides clear direction, priorities, standards, and accountability while removing barriers to execution.
Critical Technology Competencies
- Deep practical experience designing, building, and supporting enterprise software platforms and product capabilities.
- Strong knowledge of cloud-native engineering, APIs, distributed systems, event-driven architecture, data services, and scalable application design.
- Experience with modern programming languages, software-development frameworks, CI/CD, infrastructure automation, observability, and secure engineering practices.
- Demonstrated ability to manage non-functional requirements, including performance, reliability, resilience, recovery, security, and maintainability.
- Experience applying Agile and product-oriented delivery practices in a complex enterprise environment.
- Ability to evaluate emerging technologies and engineering approaches based on business value, technical fit, risk, and operational sustainability.
- Working knowledge of AI-assisted engineering tooling and agentic development patterns, and the engineering practices needed to keep generated output reviewable, testable, and maintainable.
Qualifications
- Bachelor's degree in computer science, engineering, information technology, or equivalent related experience required; advanced degree preferred.
- 12+ years of progressive software engineering or technology experience, including significant people-management experience.
- Demonstrated experience leading enterprise-scale application, platform, or product engineering teams.
- Proven record of delivering complex technology capabilities from strategy and design through production operations.
- Experience delivering within an AI-assisted software development lifecycle (AI-SDLC), including AI-assisted requirements, design, code and test generation, and code review, along with the quality, security, and traceability controls required around them in a regulated environment.
- Demonstrated judgment about where AI meaningfully accelerates engineering work and where it does not, evidenced by measurable gains in throughput or quality rather than tool adoption alone.
- Experience managing employees, contractors, vendors, budgets, capacity, and delivery commitments.
- Strong technical judgment, problem-solving, stakeholder-management, and executive-communication skills.
- Experience in healthcare, pharmacy benefit management, regulated technology, or high-volume transaction-processing environments preferred.
