Infrastructure Delivery Manager, New Sites
Groq · Dallas, United States
About GroqInference is the engine that powers AI, and Groq was built from the silicon up to deliver the world's fastest inference at scale. We pioneered the LPU—the first processor designed specifically for AI inference—and are transforming that innovation into a global cloud platform powering production AI workloads.
With the capital, infrastructure, and team to execute, we're uniquely positioned to define the next era of AI infrastructure. The opportunity is massive, and it's still wide open. Now let's go build it!
MissionGroq builds and operates AI inference infrastructure. Groq owns the hardware and controls access to it through software that Groq develops and manages. New sites are ground-up developments in leased or build-to-suit facilities that take longer and carry more risk than retrofits of existing space.
As Infrastructure Delivery Manager, you are the single owner of new sites from executed contracts through customer acceptance and handover to the Site Manager. The assigned sites are your full-time assignments. You direct the owner's representative, general contractor, utility, and vendor interfaces, and you hold the schedules, budgets, and gates for the sites.
Location: Dallas, TX. Expect 40 to 50 percent travel, including extended time at the assigned site during construction and commissioning.
ResponsibilitiesSite ownership- Own the integrated schedule, budget, risk register, and decision log for the assigned site from contract execution to customer acceptance.
- Take over the site from Site Procurement at contract execution, including the lease or development agreement, entitlement status, and committed delivery obligations. Confirm each obligation is tracked and assigned.
- Manage the owner's representative, design team, general contractor, and specialty contractors. Review designs, drawings, change orders, and pay applications against Groq's power, cooling, space, network, and security requirements.
- Drive utility and power interconnect milestones, including studies, agreements, long-lead electrical equipment, and energization dates, with the landlord, utility, and Groq energy and engineering teams.
- Track permitting, inspections, and entitlement conditions that affect the critical path.
Hardware and integration- Align the construction schedule with hardware production, shipment, and delivery commitments from Hardware Procurement. Sequence deliveries to site readiness and avoid storing equipment in unfinished space.
- Coordinate rack installation, integration, cabling, and network turn-up with Groq engineering, OEMs, and integrators.
Commissioning and acceptance- Manage the owners representative’s commissioning program, from factory and site acceptance tests through integrated systems testing, with the commissioning agent and Groq engineering.
- Coordinate burn-in, NVIDIA certification, Groq software validation, and customer acceptance testing, and hold each gate against its exit criteria.
- Lead the customer acceptance process and resolve open items before final acceptance.
Handover and reporting- Build the handover package with the Site Manager, including as-built documentation, runbooks, spares, training, and the open-items list.
- Obtain written acceptance of the handover from the Site Manager.
- Report schedule, cost, and risk to the Sr. Staff Infrastructure Delivery Manager weekly and to executives and the customer as needed.
- Capture lessons learned and contribute to the new-build playbook, including the standard gate criteria and templates.
Required qualifications- Five or more years delivering large mission-critical or data center construction projects, with at least one ground-up build of 20 MW or larger taken from design through commissioning.
- Direct experience with owner's representative and general contractor management, including change control and cost tracking.
- Working knowledge of data center power and cooling design, utility interconnection, and commissioning levels 1 through 5.
- Ability to hold a schedule and a gate under pressure from customers, executives, and contractors.
- Strong financial and contract literacy.
- Willingness to be on site for extended periods.
Preferred qualifications- Experience delivering GPU, HPC, or AI cluster facilities at scale, including liquid cooling and high-density power.
- Experience with NVIDIA reference architectures and certification programs.
- Experience with hyperscale or colocation development in multiple regions.
- PMP, PgMP, or equivalent. Experience executing Handover and Day 1 Readiness checklists for operations teams.
Success measures- Customer acceptance on the committed date and within the approved budget.
- Percentage of commissioning tests passed on first attempt.
- Handover accepted by the Site Manager on first submission.
- Accuracy of schedule and cost forecast at each gate.
- Number of critical-path surprises, such as utility, long-lead equipment, or permitting issues, that were not flagged at least 60 days ahead.
