The Assistant Program Manager (APM) shall support the Program Manager in the management and execution of all contract requirements associated with mission-critical facility operations and infrastructure support.
The APM shall serve as a qualified management and technical resource capable of assuming Program Manager responsibilities during the PM’s absence. The APM shall provide supervisory, operational, technical, staffing, coordination, and escalation support necessary to maintain safe, reliable, and continuous facility operations.
Job Description:

Support the Program Manager in managing all work performed under the contract.

Assist with planning, scheduling, staffing, supervision, reporting, quality control, coordination, escalation management, and operational communication.

Serve as the Contractor’s management representative when designated or when the Program Manager is unavailable.

Coordinate daily operational activities with onsite facility operations and maintenance personnel.

Assist with staffing coordination and ensure adequate personnel coverage is maintained.

Support scheduling of preventive maintenance, corrective maintenance, inspections, operational checks, outage activities, and other facility requirements.

Assist with coordination and oversight of subcontractors and vendors.

Support communication and coordination with Government personnel and the COR.

Escalate operational issues, abnormal conditions, staffing deficiencies, safety concerns, and mission-impacting events to the Program Manager and Government personnel as appropriate.

Support quality assurance and quality control activities.

Assist with maintaining operational records, logs, reports, schedules, and other documentation required for contract execution.

Support emergency response, restoration activities, outage coordination, and mission-critical operational events.

Assist in maintaining operational redundancy and cross-training among technical personnel.

Support staffing surge requirements for planned maintenance, switching events, outages, emergencies, corrective maintenance, restoration activities, and other mission-critical requirements.

Support implementation of the Contractor’s fatigue mitigation program.

Ensure assigned personnel are qualified and appropriately trained for the systems and equipment they support.
When acting in the PM’s absence, the APM shall have sufficient authority and competency to:

Coordinate Contractor operations and staffing.

Serve as the Contractor’s management representative.

Coordinate with Government personnel and the COR.

Manage operational escalations.

Coordinate emergency and mission-critical response activities.

Coordinate subcontractors and vendors.

Support contract administration and required reporting.

Maintain operational continuity.

Make appropriate management decisions within the authority delegated by the Contractor.

- Trades experience, journeyman qualifications, OEM training, technical certifications, and facility engineering experience may be considered in lieu of, or as more significant than, a traditional four-year degree where appropriate to the position.
