Key responsibilities1. National access and pricing strategy

- Build and own the national market access, pricing and reimbursement strategy for the Saudi portfolio, aligned with business objectives, regional pricing governance and the Vision 2030 Health Sector Transformation Program.

- Translate strategy into executable national, cluster, account, tender and stakeholder plans with clear owners, timelines and KPIs; track delivery and course-correct.

- Manage Saudi price positioning within the international price referencing system, taking into account the Kingdom’s role as a reference country for other markets and regional (GCC) price alignment.

- Design innovative access solutions (managed entry agreements, outcomes-based and risk-sharing agreements, price-volume agreements and patient access programmes) that widen access while protecting commercial sustainability.

2. Pre-launch market shaping (6-12 months before launch)

- Map national payer, policy, procurement and clinical stakeholders; shape disease awareness, treatment guidelines and the value narrative in partnership with Medical Affairs.

- Align access planning with Regulatory Affairs on SFDA registration, including expedited and priority review pathways where eligible, so that pricing is secured without delay after approval.

- Identify Saudi-specific evidence gaps and lead real-world evidence, epidemiology, budget impact and cost-effectiveness work relevant to national decision-makers.

- Define launch price corridors and lead SFDA pricing submissions, ensuring consistency with international reference pricing, regional price governance and global launch sequencing.

- Build national reimbursement, formulary and tender-inclusion plans so that eligible patients can access the product from day one.

3. Post-launch access optimisation

- Drive listing on the Ministry of Health and institutional formularies and expand inclusion across health clusters, National Guard, military, security forces, specialist, university and other government hospitals through their pharmacy and therapeutics committees.

- Secure inclusion in the Council of Health Insurance drug formulary and strengthen coverage with private insurers and private hospital groups in the insured segment.

- Manage SFDA price re-evaluations, price reviews and lifecycle events (new indications, line extensions, new formulations) and lead loss-of-exclusivity planning ahead of generic and biosimilar entry.

4. Institutional business, tenders and contracting

- Own national tender strategy end to end for NUPCO unified procurement, long-term agreements and direct institutional purchases: demand forecasting, pricing and bid approval, technical and local-content compliance, award follow-up and supply continuity.

- Ensure compliance with Local Content and Government Procurement Authority requirements and integrate localisation commitments into tender and pricing strategy.

- Prioritise institutional accounts by value and potential; lead contracting excellence, including agreement terms, rebates, performance reviews and coordination with the local distributor.

- Partner with Commercial and Supply Chain to convert awards into patient uptake, avoid stock-outs and penalties, and deliver institutional revenue targets.

5. HEOR, value evidence and negotiation

- Lead HEOR initiatives, localisation of global value dossiers, budget impact and cost-effectiveness models along with head of Market Access and submissions in line with national health technology assessment and pharmacoeconomic requirements.

- Lead pricing and reimbursement negotiations with SFDA, NUPCO, the Ministry of Health, health clusters and institutional payers, with clear walk-away positions, governance approvals and escalation paths.

- Build local evidence partnerships with Saudi academic centres, registries and health clusters to generate real-world data that supports access decisions.

6. Stakeholder engagement and policy shaping

- Build trusted, compliant relationships with the Saudi Food and Drug Authority (SFDA), Ministry of Health, Health Holding Company and health clusters, NUPCO, Council of Health Insurance, Saudi Health Council, Local Content and Government Procurement Authority, government hospitals, institutional payers and key opinion leaders.

- Monitor the healthcare environment and anticipate policy change (pricing rules, HTA, unified procurement, health insurance expansion, localisation); lead mitigation plans for access barriers.

7. Cross-functional partnership and leadership

- Partner with Commercial, Medical, Regulatory, Supply Chain, Finance, Legal and Compliance, and Regional Market Access; represent access on the Country Leadership Team.

- Serve as the company’s primary market access subject matter expert in Saudi Arabia and the in-country point of contact for regional and global pricing committees.

- Ensure all access, pricing and stakeholder activities comply with SFDA regulations, the Saudi anti-bribery framework and company compliance policies.

Qualifications and experience- Bachelor’s degree in Pharmacy, Life Sciences, Health Economics or a related field; MBA, MPH or Master’s in Health Economics preferred.

- 12+ years in the pharmaceutical or biopharmaceutical industry, including 5+ years in market access, pricing or institutional business in Saudi Arabia at national level.

- Proven record across the full lifecycle: at least two successful launches with secured SFDA price and national listing, plus measurable post-launch access and tender gains.

- Hands-on experience with SFDA pricing, NUPCO and MOH tenders, institutional formulary and P&T processes, Council of Health Insurance coverage and payer negotiations.

- Immunology, specialty, oncology, rare disease or biologics experience is an advantage.

- Fluent in English and Arabic (spoken and written). Saudi national is mandatory for this role
