Safety and Training Manager

FNS is looking for a Safety and Training Manager. The Safety and Training Manager will plan, implement, and oversee all corporate health, safety, and technical training programs. This dual-focused role ensures that field crews, excavation teams, and aerial/underground construction technicians work in an accident-free environment that complies with OSHA, DOT, and local regulatory frameworks. The manager is responsible for minimizing workplace hazards unique to fiber installation—such as utility strikes, confined space entry, and high-voltage energized spaces—while systematically onboarding and building the competency of the workforce.
Job Responsibilities: (But not limited to)
- Safety Management & Regulatory Compliance
- Field Audits & Inspections: Conduct regular, unannounced safety audits of Outside Plant (OSP) field operations, including open-trench excavations, directional drilling, trenching, and aerial line work.
- Regulatory Compliance: Ensure total compliance with OSHA Part 1926 (Construction), DOT regulations for commercial motor vehicles (CMVs), and state-specific utility regulations.
- Incident Investigation: Act as the primary lead for incident notifications. Conduct root-cause analyses for utility strikes (811 damage), vehicle accidents, personal injuries, or near-misses, and compile formal reporting.
- Policy Development: Author, update, and enforce the company’s Health and Safety Manual and site-specific safety plans (HASPs).
- Hazard Mitigation: Direct selection, purchasing, and compliance tracking of personal protective equipment (PPE) and safety gear specific to fiber handling and construction.
- Workforce Training & Competency Development
- Program Design: Develop, implement, and continually optimize a comprehensive technical and safety training curriculum tailored to fiber installation.
- New Hire Onboarding: Lead the safety and operational onboarding program for incoming Project Managers, Construction Managers, Construction Coordinators, Linemen, Drill Operators, Ground hands, and Splicers.
- Field Competency Tracks: Partner with management to execute structured competency tracking and structured field advancement programs (e.g., Apprentice Programs).
- Safety Toolboxes: Standardize and distribute weekly Toolbox Talks tailored to current field hazards (e.g., laser safety, fiber shard disposal, heat stress, utility locating).
- LMS Management: Maintain precise, auditable employee training logs, certifications, and qualification records utilizing the company’s Learning Management System (LMS).
Required Qualifications & Skills
- Experience: Minimum 5+ years of dedicated safety experience within heavy civil construction, utility contracting, or telecom infrastructure installation.
- Certifications (Highly Preferred):
- Certified Safety Professional (CSP) or Certified Hazardous Materials Manager (CHMM)
- Construction Health and Safety Technician (CHST)
- OSHA 500 (Authorized Trainer for Construction)
- Industry Knowledge: Deep understanding of OSP installation techniques (horizontal directional drilling, missile boring, fiber blowing, aerial strand/lash) and associated hazard mitigation.
- Regulatory Competency: Thorough knowledge of OSHA, DOT, and 811 Dig Law reporting structures.
- Communication: Exceptional verbal instruction skills for both active field labor coaching and corporate presentation environments.
- Software Literacy: Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and digital safety management tracking software.
- Logistics: Valid Driver’s License and clean Motor Vehicle Record (MVR), with a willingness to travel extensively to active job sites.
