About the Role

As HSE Officer, you will own day-to-day health, safety and environmental compliance for an onsite operation in Muscat. You will lead routine inspections, risk assessments and permit to work controls, and ensure RAMS are produced, reviewed and followed. The role includes running toolbox talks, investigating incidents and driving corrective actions through to closure. Your work will reduce risk, strengthen safe systems of work and provide clear assurance through audits and reporting.

Key Responsibilities

- Conduct scheduled and ad hoc HSE inspections, record findings clearly, and track actions to closure.

- Complete task-based risk assessments and review existing assessments when scope, methods or conditions change.

- Prepare, review and control RAMS with supervisors to ensure safe systems of work are practical.

- Administer the permit to work process, verify isolations and controls, and stop unsafe work when required.

- Deliver toolbox talks and site safety briefings aligned to current activities, incidents and emerging hazards.

- Investigate incidents, near misses and unsafe conditions, identify root causes, and issue corrective actions.

- Maintain corrective action registers, follow up owners and dates, and verify effectiveness after implementation.

- Plan and support internal HSE audits, compile evidence packs, and report non-conformances with clear recommendations.

- Monitor high-risk activities on site, including contractor works where applicable, to confirm compliance with controls.

- Produce routine HSE reports covering inspections completed, incidents, outstanding actions and audit outcomes.

Qualifications

- 10+ years of HSE experience in an onsite operational environment.

- Hands-on experience conducting HSE inspections and leading follow-up of findings through to closure.

- Proven capability completing risk assessments and producing or reviewing RAMS for operational activities.

- Working knowledge of permit to work systems, including verification of controls before work starts.

- Experience delivering toolbox talks and supporting safe-work briefings for frontline teams.

- Competence in incident investigation techniques that identify root cause and define corrective actions.

- Experience planning or participating in HSE audits and maintaining auditable records.

- Nebosh or IOSH certification (or equivalent).

- Exposure to contractor HSE management on active sites.

- Experience building simple HSE dashboards or trend reports from inspection and incident data.
