Program Manager

The Program Manager is accountable for cost, schedule, deliverable acceptance, and the Government

interface, and holds the chain of command for a 9-person team. You will be the primary management

contact for the Contracting Officer and the COR.

You will partner with the Chief AI/ML Architect, who owns the technical baseline and the model quality

gates, and with the Mission & Functional Lead. Technical direction from the Government's Office of the

Chief Scientist comes to the team through you and the Chief Architect. You do not need to build models,

but you must understand ML delivery well enough to manage risk and judge progress.

Key responsibilities

• Run the increment against cost, schedule, and contract data deliverables (CDRLs); serve as

primary management contact to the Contracting Officer and COR.

• Own the integrated master schedule, work packages, and gate reviews; maintain the risk

register with burndown.

• Lead the management rhythm: weekly technical syncs, monthly status reports (CDRL A002), and

continuous watch-item tracking (CDRL A003).

• Manage to the Government's performance standards: at least 95% of requirements and

deliverables on time, and any deficiency corrected within 5 workdays.

• Track CPFF cost, burn rate, and fixed fee; prepare inputs for monthly COR performance reviews.

• Place and manage the cloud ordering action under the Government's Commercial Cloud

Enterprise (C2E) contract, including monthly consumption reporting to the COR.

• Manage three subcontractor firms: task direction, hours, invoices, and DD Form 254 security

flow-down.

• Run continuity of services: backup coverage, leave planning, key-personnel substitution

(Government concurrence within 72 business hours), and backfill within 30 days.

• Coordinate clearances, network access requests (DD Form 2875), and access to classified labs

with the Addx Facility Security Officer.

• Approve deliverables before submission and enforce classification marking and repository-safety

rules (no classified data in code repositories).

• Keep work within the non-personal services rules: Government technical direction flows through

Addx leadership, never directly to individuals.

Required qualifications

• Active TS/SCI clearance at time of hire; U.S. citizen. Must be eligible for NATO, RD, CNWDI, and

FRD access briefings.

• Bachelor's degree (Masters preferred) plus formal project-management training.

• 10+ years managing science-and-technology or AI/ML programs for DoD or the Intelligence

Community.

• 3+ years of ITW/AA, missile-warning, or missile-defense domain experience.

• Hands-on execution of cost-reimbursement (CPFF) contracts: EAC and burn-rate tracking, fee,

and Government cost reporting.

• Experience as the primary contractor contact to a Contracting Officer and COR, including CDRL

delivery and performance reviews.

• Experience managing subcontractors and DD Form 254 security requirements.

• Working knowledge of classified networks (NIPR, SIPR, JWICS) and handling of CUI and classified

deliverables.

• Able to work on-site at Buckley SFB or Peterson SFB on 1 hour's notice and travel occasionally.

Preferred qualifications

• PMP certification (or equivalent, such as DAWIA Program Management); DoD 8140/8570

credential.

• Prior work with Space Force missile-warning programs in Colorado, or with Space Systems

Command programs at Los Angeles AFB.

• Experience delivering ML or data products into accredited environments, ideally AWS classified

regions.

• Experience setting up or managing cloud task orders, including consumption tracking and right-

sizing.

• Familiarity with agile delivery, MLOps, and model validation concepts such as baselines and

quality gates.

• Experience on GSA OASIS or similar IDIQ task orders, including option-year and extension

planning.
