Senior Program Manager
Dream · Tel Aviv-Jaffa, Tel Aviv District · hybrid
Every nation has data. Few can protect it. Fewer still can act on it.
Dream is the sovereign AI and national cyber-defense company for governments.
We help nations secure their most critical systems, connect fragmented information at a national scale, and turn their most sensitive data into decisions, all fully sovereign.
This is more than a job. It's a Dream job, where you'll work at a global scale alongside some of the best AI researchers, cyber operators, and government experts in the world.
We're building AI that nations own and control, deployed where almost no one else can operate. ingesting and structuring complex data, and driving practical actions that can literally impact the lives of billions of people around the world. This role helps make that real.
The Dream JobDream is building ATLAS, an on-premise, air-gap-capable AI products for governments and critical-infrastructure operators. Our platform helps customers ingest, connect, investigate, and act on their own data without sending sensitive data to the cloud.
We work with institutions doing consequential, high-stakes work: enabling critical infrastructure, investigating complex threats and financial misconduct, and helping public-sector teams make better decisions from their own data. Our job is to make AI useful in those real workflows while preserving security, control, and data sovereignty.
We’re looking for a Senior Program Manager to own the execution of our Sovereign AI roadmap end-to-end. You’ll sit at a pivotal intersection within the group and act as the connective bond between Research, Engineering, and Product - making sure complex, cross-functional initiatives ship on time and at the quality bar our customers expect.
This isn’t a “schedule meetings and send status updates” role. We need someone who can get into the details, unblock teams, help make tough tradeoff calls, and drive accountability across the board. You’ll manage multiple parallel workstreams across verticals (Security, AML, Critical infrastructure and more), platform, and AI/ML domains - and you’ll be the person everyone relies on to know where things stand and what needs to happen next.
The Dream-Maker Responsibilities- Own roadmap execution - Manage the full lifecycle of Sovereign AI projects from planning through delivery. Track milestones, dependencies, and risks across multiple concurrent workstreams.
- Build from 0 to 1, then scale - Stand up new programs from scratch and turn them into durable, repeatable operations that hold up as the group grows.
- Drive cross-functional alignment - Work daily with Data Science, Engineering, Product, and Design teams to ensure everyone is pulling in the same direction. Break down silos and surface misalignments early.
- Be the source of truth - Maintain clear, accurate visibility into project status, blockers, and timelines. Communicate proactively to stakeholders and management.
- Unblock and problem-solve - Identify risks before they become fires. When things go sideways, take ownership of driving resolution rather than escalating and waiting.
- Surface hard truths early - Proactively identify choke points, resource bottlenecks, and high-risk dependencies across the roadmap. Bring tough challenges to leadership with clarity and recommended paths forward.
- Align with leadership - Work closely with senior leadership and domain leads to ensure roadmap priorities reflect strategic goals. Translate execution-level realities into clear decision points - when tradeoffs need to be made, you frame the options and drive alignment.
- Stack-rank competing priorities - Consolidate asks from Product, Engineering, GTM, and Finance into one roadmap, and clearly explain the tradeoffs behind every call.
- Manage stakeholder expectations - Interface with internal leadership and external government stakeholders to align scope, timelines, and priorities. Keep information flowing in both directions.
- Run launch operations - Own the operational side of commercial launches for the ATLAS product suite, including billing and pricing operations and developer platform operations.
- Improve how we work - Continuously refine processes, rituals, and tools to make the team more effective without introducing unnecessary overhead.
- Automate the manual - Partner with Engineering and Research to replace manual operational work with AI automation, building the operational backbone that lets ATLAS launch and scale.
The Dream Skill Set- 7+ years of experience - in program management, technical project management, ideally at a high-growth technology company.
- 0-to-1 track record - You’ve built programs from 0 to 1 and then scaled them into durable operations.
- Launch and operations experience - Commercial launches, billing and pricing operations, or developer platform operations (experience in more than one is a plus).
- High agency - You don’t wait for permission. You see what needs to happen and you make it happen. You’re comfortable operating in ambiguity and making decisions with incomplete information, with a bias toward action when many priorities compete at once.
- Grit - You push through hard problems and don’t give up when things get complicated. You’re energized by challenges, not defeated by them.
- Sharp prioritization judgement - You can stack-rank competing asks from Product, Engineering, GTM, and Finance into one roadmap and explain the tradeoffs.
- AI automation experience - You’ve partnered with engineering and research teams to replace manual operational work with AI automation.
- Excellent people skills - You build trust quickly with engineers, data scientists, product managers, and designers. You know how to influence without authority, including executives, and hold people accountable without creating friction.
- Natural curiosity - You want to understand why things work the way they do - the technology, the customer problem, the architecture. You ask sharp questions and never settle for surface-level answers.
- Strong technical proficiency - You need to understand technical conversations about ML models, data pipelines, APIs, and system architecture well enough to manage around them.
- Excellent communication - Clear, concise, and structured. You can translate between technical and non-technical audiences effortlessly. You can brief an executive in three sentences and write a process doc the next person can run from.
- Builder’s motivation - You’re excited about building the operational backbone that lets the ATLAS product suite launch and scale.
Nice to Have
- Experience in defense or AI/ML environments.
- Understanding procurement cycles, compliance requirements, and the pace of working with sovereign entities.
- Background in engineering or technical discipline.
