**IMMEDIATE HIRE

Runs the Contractor Quality Control (CQC) program required by UFGS 01 45 00. Makes sure every definable feature of work passes Three-Phase Control, matches accepted submittals and is documented in RMS. Reports to company management, not the Superintendent, and is the government's main point of contact on quality.

WHAT SUCCESS LOOKS LIKE

• CQC Plan accepted by the government on first submittal

• Zero government QA deficiencies left open past the due date

• First-pass manufacturer pre-inspections and warranty acceptance

• Daily QC reports in RMS every workday, on time and complete

• Closeout documents accepted without resubmittalCQC Plan and submittals

• Prepare and maintain the CQC Plan: definable features of work, testing plan, personnel letters

• Review and certify every submittal before it goes to the government; track it in the RMS register

• Confirm no material is installed before its submittal is government-accepted

Three-Phase Control

• Preparatory: review specs, submittals, AHAs, materials and work area with the crew and government QA

• Initial: inspect the first installation of each feature for workmanship, compliance and safety

• Follow-up: daily checks until the feature is complete

Roofing and wall panel inspection

• Pre-install: deck condition, slope, penetrations, moisture

• Install: insulation fastening, adhesive coverage, membrane seams (probe and test)

• Details: flashings, terminations, penetrations per manufacturer

• Wall panels / ACM: framing alignment, air barrier continuity, fasteners, sealants, transitions

• Hold points: no wall or base flashing installation without QC release

Testing and inspections

• Schedule and witness required tests (fastener pull-out, uplift, flood or EVT leak testing, air barrier testing)

• Coordinate manufacturer technical rep visits and final warranty inspections

Documentation and RMS / QCS

• Enter daily CQC reports in RMS: work, inspections, tests, deficiencies, safety observations

• Maintain the deficiency list and close items with photo evidence

• Maintain as-builts and assemble closeout documentation

Coordination

• Lead weekly QC meetings with the government QA representative

• Issue RFIs through RMS and track responses• CQM-C (Construction Quality Management for Contractors) certificate, current (valid 5 years), or obtained within 90 days of award

• Typically 5–10 years combined as Superintendent, QC Manager, PM, Project Engineer or Construction Manager, including 2–4 years as a QC Manager (per contract)

• OSHA 30-Hour Construction

• EM 385-1-1 training (40-hour course, or as the contract specifies)

• RMS / QCS proficiency

• Able to pass a background check and obtain installation access

PREFERRED

• Bachelor's in engineering, architecture or construction management (some contracts require PE or RA)

• Roofing manufacturer installer or inspector training

• RCI or RRO credential

• Fall Protection Competent Person; First Aid / CPR / AED

ALTERNATE QC MANAGER

The company must also name an alternate with the same qualifications. The alternate may cover no more than 2 weeks at a time and 30 workdays per calendar year — candidates qualified for either seat are valuable.

AUTHORITY

Full authority to stop or reject work that does not meet the contract, approved submittals or manufacturer requirements.
