Position Overview
The Government Services Integration Cluster is seeking an experienced Senior Business Analyst to provide comprehensive business analysis services across complex I&IT initiatives.
The successful candidate will work closely with business stakeholders, subject matter experts, IT teams, and external vendors to gather, analyze, document, and translate business and data requirements into effective technology solutions.
The ideal candidate will have strong experience in requirements management, business and data analysis, process modeling, stakeholder engagement, systems re-engineering, workflow optimization, and Agile/Waterfall methodologies, along with hands-on experience using JIRA, Confluence, Azure DevOps, Visio, Lucidchart, MIRO, and Figma.
Key Responsibilities
- Lead and conduct business analysis to assess business problems, opportunities, and technology needs.
- Gather, analyze, validate, and document business, system, and data requirements.
- Translate business and data requirements into detailed specifications suitable for designing technology solutions.
- Develop and document use cases, user stories, acceptance criteria, business rules, and non-functional requirements.
- Create and maintain Visio diagrams, swim lane diagrams, business process maps, workflow diagrams, and other business analysis artifacts.
- Conduct business functional modelling, business event modelling, business process mapping, data-flow modelling, use-case modelling, and conceptual/logical data modelling.
- Lead requirements workshops, JAD sessions, stakeholder interviews, and collaborative discovery sessions.
- Liaise effectively between business users, IT teams, technical teams, subject matter experts, and external vendors.
- Facilitate stakeholder discussions and use strong negotiation and facilitation skills to resolve conflicting requirements and achieve consensus.
- Identify opportunities for systems re-engineering, workflow optimization, automation, and improved service delivery.
- Analyze existing processes and recommend alternative, cost-effective approaches to improve business outcomes.
- Support the development of strategies, business cases, cost-benefit analyses, and feasibility studies.
- Develop performance measures and requirements traceability matrices and conduct appropriate follow-up.
- Monitor progress, identify and resolve business-analysis-related issues, and provide updates to management and stakeholders.
- Prepare professional business analysis documentation, presentations, briefing notes, and recommendations.
- Apply appropriate Agile/Scrum, Kanban, Waterfall, structured, and object-oriented methodologies based on project requirements.
- Ensure business analysis activities align with OPS Unified Project Management Methodology, Enterprise Architecture, Stage Gate/Gating processes, and OPS standard systems development methodologies.
- Support data-driven decision-making through SQL, database analysis, Power BI, and advanced Excel where applicable.
- Stay current with emerging I&IT trends, technologies, tools, and business analysis practices.
RequirementsMandatory Qualifications & Skills
Candidates must demonstrate the following:
1. Business, Data & Requirements Analysis – Mandatory
- Proven experience gathering, analyzing, validating, and documenting data, system, and business requirements.
- Strong senior-level Business Analysis experience.
- Demonstrated expertise creating Visio diagrams and swim lane diagrams.
- Ability to define use cases, user stories, and acceptance criteria for IT solutions.
- Strong analytical, problem-solving, and decision-making skills.
- Experience identifying business problems and developing practical technology/business solutions.
- Experience with systems re-engineering and workflow optimization.
- Experience with database analysis and SQL.
- Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions.
2. Stakeholder Engagement & Communication – Mandatory
- Ability to effectively liaise between business users, IT teams, and external vendors.
- Experience leading requirements workshops, JAD sessions, and stakeholder interviews.
- Strong stakeholder engagement and requirements elicitation experience.
- Excellent documentation and presentation skills.
- Strong negotiation, facilitation, interpersonal, and communication skills.
- Ability to manage diverse stakeholder interests and drive requirements toward consensus.
- Proven ability to work effectively with cross-functional teams and meet deadlines.
3. Business Analysis Tools – Mandatory
Hands-on experience with the following tools is required:
- JIRA – requirements tracking and project collaboration
- Confluence – requirements/documentation and project collaboration
- Azure DevOps – requirements tracking and project collaboration
- Microsoft Visio – process and workflow modelling
- Lucidchart – process and workflow visualization
- MIRO – collaborative process/workflow visualization
- Figma – business/user experience visualization and collaboration
4. Systems Optimization & Digital Transformation
- Experience leading or supporting systems re-engineering initiatives.
- Ability to identify automation opportunities and workflow enhancements.
- Experience improving business processes and operational efficiency.
- Strong understanding of Agile/Scrum, Kanban, and Waterfall methodologies.
- Ability to apply data-driven analysis to support business and technology decisions.
5. Public Sector / OPS Experience
- Prior experience working within the Ontario Public Service (OPS), Government of Ontario, or another government environment is strongly preferred.
- Knowledge and understanding of OPS governance frameworks, including:
- Stage Gate / Gating processes
- OPS project management practices
- ITIL concepts
- Security policies
- Enterprise Architecture
- Standard systems development methodologies
- Understanding of government procurement, regulatory compliance, and service delivery models is an asset.
Additional Desired Experience
- Experience developing strategies, business cases, cost-benefit analyses, and feasibility studies.
- Experience developing performance measures and traceability matrices.
- Knowledge of Information Management principles, concepts, policies, and practices.
- Experience using information retrieval packages.
- Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
- Experience with Power BI, Advanced Excel, and data-driven reporting.
- Experience with ERP, CRM, or cloud-based business solutions.
- Awareness of emerging I&IT trends and technologies.
- Experience working in complex enterprise transformation or integration environments.
