The Program Manager (PM) shall serve as the Contractor’s primary management representative and point of contact with the Government for all matters associated with contract performance. The PM shall have the authority to act on behalf of the Contractor regarding operational, administrative, staffing, and contractual matters throughout the duration of the contract.

The PM shall be responsible for ensuring that all work performed under the contract is timely, complete, safe, professional, and compliant with applicable contract requirements. The PM shall provide effective leadership, coordination, oversight, and management of personnel supporting mission-critical facility operations and infrastructure.

Job Description:

Direct and manage all Contractor activities performed under the contract, including planning, scheduling, staffing, supervision, quality control, reporting, coordination, escalation management, and operational communication.

Maintain sufficient management and technical staffing capability to support continuous facility operations and mission-critical infrastructure.

Serve as the primary Contractor point of contact with the Government and coordinate directly with the Contracting Officer’s Representative (COR) regarding operational and contractual matters.

Be available Monday through Friday from 0800 to 1630, excluding Federal holidays.

Provide contract administration and ensure compliance with all applicable performance requirements.

-

Coordinate staffing, personnel assignments, coverage, leave, training, certifications, and surge requirements.

Establish and maintain appropriate staffing coverage to account for leave, training, sick time, turnover, Federal holidays, after-hours response, emergency operations, required certifications, and surge staffing.

Provide oversight of quality assurance and quality control activities.

-

Develop and maintain operational schedules, maintenance coordination, staffing plans, and required contract documentation.

Coordinate and oversee subcontractor and vendor activities.

Ensure appropriate operational communication between Contractor personnel, Government personnel, subcontractors, and other stakeholders.

Coordinate mission support activities and escalate operational issues requiring management attention.

Ensure appropriate records and documentation are maintained to support contract execution and demonstrate compliance with contract requirements.

Ensure qualified personnel are assigned to facility operations and maintenance functions based on the systems and equipment they support.

Maintain appropriate cross-training and operational redundancy across electrical, mechanical, HVAC, controls/BMS, emergency power, fuel systems, and associated infrastructure.

Maintain the capability to surge staffing for planned maintenance evolutions, outage support, emergency operations, switching events, corrective maintenance, restoration efforts, and other mission-critical requirements.

Implement and oversee fatigue mitigation practices to support safe operations and personnel reliability.

Ensure staffing and technical capabilities support the continuous operation of critical VA infrastructure and Veteran data systems while minimizing unnecessary dependence on emergency third-party response resources.

Experience and demonstrated technical competency shall be considered in evaluating qualifications. Trades experience, journeyman-level qualifications, OEM training, technical certifications, and facility engineering experience may be considered more important than possession of a traditional four-year college degree.

Preferred:

- Facility Engineering experience.
