Senior Project Manager
We are seeking a Senior Project Manager to support an enterprise payment card processing infrastructure transition initiative. This role will lead the migration of payment card transaction processing services from a current vendor to a new provider, affecting all provincial ministries and programs that accept debit and credit card payments. The successful candidate will be responsible for establishing project governance, coordinating with multiple stakeholders across government, managing hardware and software migrations, and ensuring the transition is completed within a constrained budget and resource environment while maintaining service continuity.
This position requires someone who can manage complex, multi-stakeholder projects with competing priorities and dependencies to support a critical payment processing modernization. The role will oversee merchant accounts, point-of-sale terminals, PIN pads, and web applications across card-present and card-not-present payment channels. Responsibilities include establishing project governance structures and communication plans, coordinating merchant and financial setup with treasury systems, managing payment hardware migration across all ministries, transitioning e-commerce payment channels, setting up operational readiness and user access, and ensuring compliance with payment card industry standards for a 2027 audit. The Senior Project Manager will work closely with multiple government branches, third-party vendors, and internal information systems teams to deliver integrated solutions within established timelines and budgets.
Qualifications
- Undergraduate degree in information technology, engineering, sciences or other technology-related field, or professional certification as CA, CMC, CMA, CGA, or CFA
- 7+ years - project management experience within the last 7 years in project integration, scope, time, cost, quality, human resource, communications, risk or procurement management
- 7+ years - managing multi-disciplinary teams including core business staff, professional employees, middle managers and private sector contractors, with demonstrated experience developing feasibility studies, business cases and treasury board submissions
- 3+ projects - Experience on at least three projects of 8 months or longer duration demonstrating strong communication skills to lead stakeholders from multiple groups with diverse interests to consensus on project scope, objectives and responsibilities
- 7+ years - Experience preparing project charters, master project plans, providing risk analysis and risk management, and coordinating resources and contractors to achieve project objectives
- 7+ years - Experience managing change requests and budget requests including cost estimates, schedules, resources required to deliver integrated solutions, deliverables and inter-dependencies on other tasks or sub-projects
- 7+ years - Ability to make effective use of technology including special product knowledge such as Microsoft Project
- 7+ years - Experience with team and committee leadership and meeting facilitation with project team, client and vendor representatives
- 7+ years - Communication skills including comfort facilitating video conference meetings, moderating discussions with multiple participants and differing points of view, strong spoken and written communication, clear and concise note taking and action item tracking
- 7+ years - Experience creating, editing and presenting using recent versions of Microsoft PowerPoint
- 7+ years - Experience creating, editing and presenting data and outputs using recent versions of Microsoft Excel
- 7+ years - Experience facilitating issue resolution discussions that meet expectations of clients and vendors while adhering to project scope, timeline and budget

- Experience working on projects in the banking and credit card industry
