Job Description
The NYC Financial Information Services Agency–Office of Payroll Administration (FISA-OPA) is seeking an IT Infrastructure Engineer to work as a WebSphere Administrator, supporting production maintenance and phased implementation of the HR, Benefits, and Timekeeping functions of the city's HR/Payroll systems.
The position is responsible for installing, maintaining, configuring, and troubleshooting middleware infrastructure, particularly IBM WebSphere, IBM MQ, and Cognos. The engineer will support critical citywide applications, collaborate with technical teams, work independently, and prioritize tasks to meet project deadlines.

Key Responsibilities
- Install, configure, maintain, and administer IBM WebSphere Application Server.
- Support WebSphere Traditional (tWAS) and WebSphere Liberty on Linux/UNIX platforms.
- Manage Liberty server configurations, including server.xml, bootstrap.properties, and jvm.options.
- Use Git for source control and configuration management.
- Use Ansible for middleware automation, configuration management, and application deployments.
- Support CI/CD tools such as Jenkins and CloudBees.
- Administer associated middleware products, including IBM MQ, IBM HTTP Server, WebSphere Message Broker, Oracle WebLogic, and Cognos.
- Perform middleware upgrades and patch installations.
- Troubleshoot Java errors and resolve production issues.
- Work with relational databases and SQL.
- Perform root-cause analysis and document technical issues and solutions.
- Support a large-scale enterprise environment, including nights and weekends when required.

RequirementsRequirements
Minimum qualifications
Candidates must meet one of the following education and experience combinations:
- A bachelor's degree in computer science, engineering, or a related field, plus 4 years of relevant full-time experience in data center engineering and operations, cloud engineering and operations, or complex IT infrastructure engineering.
- A bachelor's degree in any field, plus 8 years of relevant full-time experience in those areas.
- An equivalent combination of education and experience.

Preferred technical qualifications
- Middleware administration
- 5+ years administering IBM WebSphere Traditional and WebSphere Liberty on Linux/UNIX.
- WebSphere Liberty
- Experience configuring server.xml, bootstrap.properties, and jvm.options.
- Automation and DevOps
- Git, Ansible, configuration management, Configuration as Code, and DevOps methodologies.
- CI/CD
- Jenkins, CloudBees, or similar deployment and automation tools.
- Associated middleware
- IBM MQ, IBM HTTP Server, WebSphere Message Broker, Oracle WebLogic, or Cognos.
- Troubleshooting
- Java debugging, SQL, middleware upgrades, patching, and detailed root-cause analysis.
- Enterprise operations
- Experience supporting large-scale enterprise environments and 24/7 operations, including nights and weekends when needed.
- Communication
- Strong analytical, organizational, documentation, interpersonal, and problem-solving skills.
Additional employment requirements
- Must be authorized to work in the United States. The City does not sponsor H-1B or Canadian work visas.
- NYC residency is not required.
- Must be able to support after-hours work when necessary.
