Job Summary
The Director/Sr. Director, Patient Support Programs is responsible for the strategic design, implementation, and ongoing management of Liquidia's manufacturer-sponsored patient support program services and affordability programs. This role provides strategic and tactical oversight across the full patient journey, from enrollment and benefits investigation through prior authorization, therapy initiation, adherence, and persistence. The Director/Sr. Director owns the HUB and affordability vendor relationships, is accountable for aligning program design to brand strategy and the payer coverage landscape and identifies and recommends solutions for addressing barriers to patient access, while ensuring all activities meet regulatory and compliance requirements including HIPAA, OIG guidance, and the federal Anti-Kickback Statute.Responsibilities- Provide the strategic framework and guidance for the development, deployment, and continuous improvement of Liquidia's patient support and affordability programs.
- Design and maintain the patient support program suite across reimburse support, case management, adherence and persistency programs, nurse educators, copay assistance, patient assistance programs (PAP), bridge and quick-start free drug programs.
- Develop annual patient support strategies and tactical plans in collaboration with Market Access and Commercial leadership, ensuring alignment to brand strategy at each stage of the product lifecycle.
- Monitor industry trends such as copay accumulators, maximizers, and Alternative Funding Programs, and incorporate the implications into program design, business rules, and gross-to-net planning.
- Lead the negotiation and execution of patient support program vendor agreements, including scope of work, business rules, service levels, and pricing.
- Monitor Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), including time to first fill, benefits investigation accuracy, prior authorization turnaround time, adherence and persistency, and case closure rates, to ensure vendor partners are meeting contractual obligations.
- Facilitate and lead quarterly business reviews for all patient support program vendors to assess performance and identify continuous improvement opportunities.
- Manage day-to-day operations of the patient support program and partner vendors, including escalation management, case-level issue resolution, and routine operational meetings to address barriers to therapy initiation and continuity of therapy.
- Develop, align, and maintain Standard Operating Procedures (SOPs) and work instructions across patient support program and specialty pharmacy partners, maintaining operational consistency and quality.
- Oversee patient assistance program eligibility criteria, income verification standards, and enrollment governance, including annual review and re-certification.
- Own patient support program reporting, including monthly and quarterly scorecards, program utilization, and enrollment funnel performance, and translate insights into program enhancements and recommendations for commercial leadership.
- Partner with Commercial Analytics and Finance on copay and free goods forecasting, accrual support, and the gross-to-net implications of affordability program design.
- Partner with Marketing on the development, promotional review, and maintenance of patient support program materials.
- Collaborate cross-functionally with internal Liquidia teams, including Market Access, Trade and Distribution, Field Reimbursement, Sales, Marketing, Medical Affairs, Quality, Pharmacovigilance, IT, Legal, and Compliance.
- Ensure adverse event and product complaint intake, documentation, and reporting requirements are built into patient support program workflows and vendor training, consistent with Liquidia's pharmacovigilance obligations.
- Act with urgency when addressing issues that may impact patient access, product initiation, or continuity of therapy.
- Exercise sound judgment and oversight to ensure integrity and compliance with company policies, HIPAA, OIG guidance, and the federal Anti-Kickback Statute in all program activities and communications.
- Participate in company-sponsored meetings, trade shows, and industry conferences as requested by management.
- Follow all company compliance policies, procedures, and training requirements.
- Perform other duties as assigned.
Requirements- Bachelor's degree required.
- 8+ years of experience in patient services, market access, reimbursement, or distribution within a pharmaceutical or biotechnology manufacturer.
- 2+ years managing external patient support, HUB, or copay vendor relationships.
- Demonstrated experience launching a patient services HUB and/OR supporting a specialty product launch.
- Strong familiarity with copay assistance, PAP, bridge and free drug programs, and financial support models required.
- Experience in access for a pharmacy benefit product required. Medical benefit or buy-and-bill experience preferred BUT NOT REQUIRED.
- Experience managing teams and in-line leadership roles.
- Demonstrated understanding of healthcare compliance frameworks, including HIPAA, OIG guidance, and the federal Anti-Kickback Statute.
- Ability to travel up to 25% of the time for direct engagement with patient support vendors and partners.
Preferred Qualifications
- Direct experience building new patient assistance and patient support programs.
- Experience in rare disease or orphan product commercialization.
- Familiarity with pulmonary hypertension, including WHO Group 1 and WHO Group 3 disease states.
- Understanding of pharmacovigilance integration and compliant patient education practices.
- Experience with copay accumulator, maximizer, and Alternative Funding Program mitigation strategies.
- Financial acumen in budgeting, forecasting, and profitability management.
- Experience leveraging CRM platforms and patient support performance analytics.
- Experience working in a smaller or growth-stage biopharmaceutical environment
