Position Summary

The Real Estate Capital Markets & Fulfillment Manager is primarily responsible for managing the mortgage loan lifecycle from rate lock through closing, funding, post-closing, and investor delivery. This includes lock desk operations and pricing governance, closing document preparation, funding authorization, post-closing review, and investor delivery, along with oversight of the Mortgage Loan Origination System (LOS). The position directly supervises the Lock Desk, Doc Drawer, Funder, and Post Closer staff and reports to the VP of Real Estate Lending.

The manager protects rate lock integrity and margin, ensures loan files meet Altura Credit Union policy, agency and investor guidelines, and federal and state regulatory requirements, and manages pipeline and workflow so loans close and fund on time. The role partners with Production, Real Estate Operations, Finance, and Compliance to improve processes, support audits and examinations, and report on funding volume, margin performance, lock pull-through, and cycle times.

Essential Duties & Responsibilities

Capital Markets

- Oversee lock desk operations, rate lock integrity, pricing governance, and margin management.

- Monitor pipeline exposure, pull-through trends, and delivery timelines to ensure optimal execution and mitigate risk.

- Coordinate investor delivery and ensure loans meet agency and investor guidelines.

Loan Fulfillment Operations

- Oversee direct document preparation, regulatory compliance validation, funding authorization and quality control checkpoints.

- Ensure loan files comply with Altura policy and procedures and applicable federal and state regulations prior to closing and delivery.

- Manage pipeline flow and workload distribution to meet closing and funding timelines, identify bottlenecks, and implement process improvements.

Systems, Reporting, and Collaboration

- Oversee Loan Origination System administration in partnership with the system administrator, including workflow configurations, user access, and system updates.

- Provide reporting and analytics on funding volume, margin performance, lock pull-through, and cycle times.

- Partner with Production, Real Estate Operations, Finance, and the VP of Real Estate on process improvements, audit responses, regulatory readiness, and strategic initiatives.

Team Leadership

- Hire, onboard, train, and coach staff; conduct evaluations, address corrective action, and partner with VP of Real Estate to set performance expectations.

- Assign and prioritize work, approve schedules and time off, and maintain service levels aligned with production goals and member experience standards.

- Ensure adequate staffing, cross-training, and back-up coverage when needed.

Directly Supervises: Lock Desk, Doc Drawers, Funders, and Post Closers.

Education, Experience & Qualifications

- Education: High school diploma or its equivalent is required.

- Leadership Experience: Minimum one (1) year leadership experience or (for internal applicants), completion of leadership training (example: ELP or Altura Leadership Academy).

- Industry Experience: Minimum of five (5) years of progressive experience in mortgage operations, capital markets, secondary marketing, lock desk, loan fulfillment, funding, or related mortgage banking functions within a bank, credit union, or mortgage banking environment.

Knowledge, Skills & Abilities

- Demonstrated experience overseeing rate lock management, investor delivery requirements, margin management, and pipeline performance.

- Demonstrated process improvement experience.

- Comprehensive understanding of applicable federal and state real estate lending regulations including TRID, RESPA, ECOA, HMDA, and related compliance frameworks.

- Strong leadership skills are required to build a collaborative team culture while holding staff accountable to goals and performance expectations.

- Excellent written and verbal communication skills, with strong presentation abilities.

- Highly organized, with the ability to manage multiple deadlines across lock expirations, closings, fundings, and investor delivery timelines.
