Resident Engineer - Electrical_ Emirati National

As a Resident Engineer - Electrical, you will oversee the design, construction, testing, commissioning, and close-out of electrical works within the assigned project scope. You will ensure compliance with contractual requirements, OpCo specifications, applicable international standards, approved project plans, quality requirements, and HSE obligations while coordinating with the OpCo Project Manager, Principal Resident Engineer, contractors, and other project stakeholders.

- Maintain familiarity with the overall contractual arrangements and requirements applicable to electrical works.

- Maintain a visible site presence and actively participate in planned HSE walkthroughs, inspections, safety interventions, and audits.

- Implement the Consultant’s HSE supervision plan for electrical works and directly supervise the Contractor’s implementation of relevant HSE plan elements.

- Promote proactive HSE reporting and empower personnel to raise concerns regarding unsafe acts and conditions.

- During design, ensure adherence to OpCo specifications and applicable international standards to achieve inherently safe and reliable facilities.

- Deliver the electrical scope in accordance with the approved project plan and critical path, considering QA/QC and HSE plans, project interfaces, and external impacts on performance.

- Ensure electrical works, deliverables, and documentation—including commissioning procedures, risk assessments, and method statements—comply with OpCo HSE requirements and applicable specifications.

- Ensure design variations and execution changes are processed through the applicable Management of Change procedures.

- Actively supervise site activities for compliance with approved risk assessments, method statements, permit-to-work practices, and safe work requirements.

- Coordinate with the Planning Engineer to allow adequate time and planning for critical and high-risk electrical activities.

- Review project plans and the erection, testing, and commissioning arrangements for electrical equipment, and address technical or programme issues.

- Verify that completed activities are certified in the required Quality Control records with complete supporting attachments, in consultation with the QA/QC Engineer.

- Advise the Principal Resident Engineer of necessary works that may fall outside the contractual scope or design basis.

- Verify site compliance with FAT comments and implementation of outstanding comments on technical submittals approved with AEN status.

- Bachelor’s degree (BE or BSc) in Electrical Engineering, certified by the Ministry of Higher Education.

- Minimum seven years of relevant experience, preferably including consultancy experience in a similar scope of work.

- HSE certification such as IOSH Managing Safely or equivalent, subject to OpCo discretion.

- Relevant training in project management tools and methodologies, such as PMP, PRINCE2, or Primavera.

- Required HSE and technical training includes company HSE induction, general HSEQ management system awareness, applicable OpCo system safety rules, permit-to-work and relevant operational safety training appropriate to the scope of work, construction safety training such as the OSHA 30-hour course or equivalent, discipline-specific technical training, emergency response and basic firefighting training, and third-party first-aid certification.

- Training in risk management, OpCo root-cause analysis and incident reporting and investigation processes, the TAQA 12 Essential Rules, auditing (e.g., ISO 9001 or equivalent), risk management certification (e.g., ISO 31000), emergency management, and root-cause analysis.

- Credentials shall be submitted with the proposal. Competence will be assessed through a technical interview by OpCo project leadership and subsequent performance reviews.
