Establish governance, workstreams, owners, milestones, performance reviews, and recovery plans.

- Safe work and HSE integration: Embed HSE requirements into utility operation and maintenance, including permits, lockout/tagout, energy isolation, confined space, hot work, line breaking, chemical handling, contractor safety, environmental controls, and post-work restoration.

- Reliability and lifecycle management: Use criticality, system performance, failure history, condition data, deviations, root cause analysis, bad-actor management, and lifecycle plans to improve reliability, maintainability, resilience, redundancy, and business continuity.

- Process improvement and operational excellence: Implement technical and process improvements that strengthen utility efficiency, safety, quality, availability, control strategy, operator effectiveness, and response to abnormal conditions.

Maintain transparent commitments, accruals, forecasts, and cost controls.

- Conservation and cost improvement: Identify, assess, prioritize, and execute energy-efficiency, water-reduction, waste-minimization, heat-recovery, demand-management, and utility-optimization opportunities without compromising product quality, compliance, safety, or system resilience.

- People leadership: Determine organization design, staffing strategy, role clarity, talent selection, objective setting, performance management, succession planning, technical capability, and employee development for the Clean Utilities and Sustainability organization.

- Contractor and vendor management: Select and govern contractors, original equipment manufacturers, utilities providers, consultants, and service partners for safety, compliance, technical capability, quality, delivery, continuity, performance, and cost.

- Project and change support: Provide clean utility and sustainability requirements for site master planning, capital projects, design reviews, equipment and process changes, commissioning and qualification, turnover, spares, maintenance strategies, metering, documentation, training, and operational readiness.

- Compliance and inspection readiness: Maintain inspection-ready utility programs, accurate records, data integrity, approved procedures, validated system controls, and effective response to deviations, investigations, CAPAs, audits, and health authority inspections.

- Shutdown and 24/7 operational support: Lead utility support for planned shutdowns, outages, tie-ins, start-up, restoration, emergency conditions, and manufacturing escalations. Verify contingency controls, testing, communication, and safe return to service.

- Performance management: Define and routinely review KPIs for utility availability, excursions, alarm response, preventive maintenance and calibration completion, schedule adherence, repeat failures, energy intensity, water intensity, greenhouse-gas performance, waste diversion, project delivery, budget adherence, and realized savings.

Key involvement in Decision Making process:

- People management: Talent selection, organization sizing, work allocation, performance management, capability building, succession planning, and development within approved headcount and budget.

- Sustainability roadmap: Site priorities, workstreams, milestones, governance, performance reviews, and recovery actions for delivery of applicable Planet Care targets.

- Clean utility operating strategy: Operating, maintenance, monitoring, alarm-response, escalation, and lifecycle approaches within approved procedures, quality systems, budgets, and delegated authority.

- Clean utility and sustainability project input: Complete and timely requirements for capacity, redundancy, efficiency, metering, design review, commissioning, qualification, turnover, spares, documentation, and training.

- Reliability / maintainability / HSE improvements: Identification, prioritization, sponsorship, and implementation of improvements supported by system risk, performance, and lifecycle data.

- Utility and sustainability cost management: Budget planning, consumption forecasting, commitments, accruals, tariff and demand awareness, cost controls, savings validation, and transparent trade-off recommendations.

- Manufacturing demand and outage priorities: Be informed of production schedules, campaign changes, shutdown scope, utility demand changes, equipment access constraints, and recovery priorities.

- Quality and regulatory risk: Be informed of deviations, CAPAs, audit observations, inspection commitments, data-integrity concerns, and regulatory changes affecting utility systems.

- Capital and site-master-plan changes: Be informed of approved projects, new processes, capacity changes, equipment obsolescence, commissioning schedules, and turnover plans affecting utility load or sustainability performance.
