POSITION PURPOSE

The Manager, Asset Management & Capital Planning leads long-range asset, capital, and reserve planning; evaluates investments; coordinates the project portfolio; and supports capital allocation and reserve funding decisions. Working with department leaders, Finance, and the Director of Community Operations, the Manager coordinates construction and capital project scope, schedules, budgets, milestones, risks, and stakeholders while operating leaders retain execution accountability.

Although reporting within Community Operations, the Manager supports the consolidated capital and asset planning process across all Forest Highlands departments, including areas outside the Director’s operational portfolio.

ESSENTIAL RESPONSIBILITIES

Asset Management & Lifecycle Planning

· Maintain an inventory and long-range lifecycle plan for community assets, infrastructure, facilities, common areas, and equipment.

· Partner with department leaders to assess asset condition, useful life, maintenance needs, risk, and replacement timing.

· Identify opportunities to extend asset life, reduce lifecycle costs, improve utilization, mitigate risk, and enhance member experience.

Capital & Reserve Planning

· Lead annual and long-range capital and reserve planning.

· Develop project scope, timing, cost, rationale, and funding requirements with department leaders.

· Evaluate repair, replacement, phasing, and deferral against lifecycle cost, service impact, and member affordability.

· Recommend priorities for the consolidated project portfolio based on asset condition, risk, financial impact, strategic importance, and member benefit.

· Monitor budgets, forecasts, timing, and funding needs to support reserve adequacy and long-range planning.

Project Forecasting & Investment Analysis

· Prepare financial models, ROI, payback, lifecycle cost, scenarios, and concise business cases for significant investments.

· Evaluate nonfinancial benefits, including asset preservation, risk reduction, service levels, regulatory needs, and member experience.

· Conduct post-project reviews comparing actual costs, timing, and outcomes with approved assumptions.

Capital Portfolio & Project Coordination

· Coordinate project forecasting and portfolio reporting using consistent plans, milestones, forecasts, and performance measures.

· Track project budgets, commitments, forecasts, timing, scope changes, dependencies, and key risks.

· Provide financial and analytical support while preserving operating leaders' accountability for execution.

Financial Analysis & Reporting

· Report concisely on asset condition, capital requirements, project performance, spending forecasts, variances, and funding needs.

· Partner with Finance to align capital and reserve forecasts with budgets and long-range plans.

· Prepare decision support for management, committees, and the Board. Include alternatives, costs, risks, and member impact.
