We serve the residents of Hamilton County in more ways than you may realize! As the Senior Program Manager in Hamilton County's Administration department, your role will encompass overseeing one or more interconnected contract programs or grants. You will also serve as the administrative coordinator for services obtained from external providers. Your duties involve the diligent monitoring of project and program performance, provider assessments, and the implementation of procedures to maintain high standards of quality and adherence to regulations.

Summary of Job Duties:

- Manages and administers assigned program(s), contract(s), grant(s) of a complex nature for program services including establishing working relationships with providers, serving as the contact person for those providers, reviewing service performance, serving as the program consultant to provide technical expertise for providers.

- Addresses service delivery issues, actively engages citizens and outside organizations in discussions and solutions. Interprets rules and regulations of programs and ensures compliance with appropriate laws and guidelines; monitors progress of work, amends program and budgets as appropriate.

- Oversees development and enforcement of agency policies and procedures, goals, and objectives, etc.; responsible for improving programs and processes for the department to become more effective and efficient.

- Provides direction to Program Managers to interpret rules and regulations of programs and ensures compliance with appropriate laws and guidelines.

- Serves as primary trainer for all new staff and ensures new staff oversee their projects effectively.

- Manages day-to-day operation of assigned programs and projects funded under Community Development Block Grant, HOME Investment Partnership Grant, Emergency Solutions Grant, and other grants.

- Manages Division monitoring including sub-recipient documentation and performance.

- Establishes systems for Program Managers for programmatic risk analysis of sub-recipients and contractors.

- Performs related administrative and public relations duties with approval and direction of the Housing, Economic, and Community Development Administrator.

Minimum Qualifications:

Senior Program Manager

- Bachelor’s Degree in Public Administration or related field

- Five (5) or more years of directly related experience including exposure to contract/grant administration demonstrated knowledge and expertise in the area of the program managed.

- For internal employees: to qualify for promotion from a Program Manager to a Senior Program Manager: at least 24 months experience as a Program Manager and completion of a certification program approved by the Administrator, last (2) performance reviews with “above meets” score, given approval by section Director and within approved headcount budget.

- For external employees: National Development Council certification (either Economic Development Finance Professional (EDFP), Rental Housing Development Finance Professional (RHDFP), or Housing Development Finance Professional (HDFP)) within 24 months from date of hire.

OR Program Manager

- Bachelor’s Degree in Public Administration or related field

- three (3) or more years of directly related experience including exposure to contract/grant administration

- demonstrated knowledge and expertise in the area of the program managed

- Or equivalent combinations of education, training, and/or experience.

- Ability to obtain National Development Council certification (either Economic Development Finance Professional (EDFP), Rental Housing Development Finance Professional (RHDFP), or Housing Development Finance Professional (HDFP)) within 24 months from date of hire.

Work Location and Hours:

- 138 E. Court St., Cincinnati, Oh. 45202

- 40 hour work week, generally between core hours of 7:30-5:30
