Head of Procurement(Emiratization)

Key Responsibilities
- Develop, implement, and monitor procurement policies, procedures, guidelines, and controls in line with approved organizational requirements and applicable regulations.
- Receive and review procurement requests and ensure timely execution in accordance with approved procurement policies and delegated authorities.
- Manage the end-to-end procurement and tendering process, from requirement initiation and tender launch through evaluation, award, and contract signing.
- Prepare, review, and maintain procurement and contractual documentation, ensuring compliance with approved procedures and requirements.
- Prepare contracts, coordinate contract execution, monitor contractual obligations, and follow up on related bank guarantees, securities, and renewals.
- Establish and maintain a comprehensive contracts archive and ensure the contracts database is accurate, updated, and properly documented.
- Manage relationships with suppliers, service providers, contractors, and other external partners, while coordinating with relevant internal departments.
- Monitor supplier and contract performance and ensure services are delivered in accordance with agreed contractual terms, quality standards, and timelines.
- Support the development of the department’s strategic and operational plans and ensure procurement activities are aligned with the entity’s overall objectives.
- Monitor key performance indicators (KPIs), prepare periodic procurement and departmental performance reports, and submit them to the Department Director.
- Participate in the preparation and monitoring of the department’s annual budget in coordination with Finance and other relevant departments.
- Identify opportunities to optimize procurement costs, improve operational efficiency, and enhance supplier performance.
- Ensure all procurement activities are conducted in compliance with approved policies, delegated authorities, governance requirements, and applicable laws and regulations.
- Develop and implement initiatives related to team learning, professional development, training, and employee engagement to improve overall service delivery.
- Establish appropriate controls for procurement operations and continuously identify opportunities to improve productivity, efficiency, and service quality.
- Provide strategic and operational support to the Department Director and prepare relevant reports, analyses, and recommendations as required.
- Perform any other duties and responsibilities related to the department’s activities as assigned by the Executive Director of the Support Services Sector.
Requirements- Bachelor’s degree in procurement, supply chain management, business administration, finance, or a related field.
- 8–12 years of relevant experience in procurement, contracts, tender management, or supply chain operations, preferably within a government or large corporate environment.
- Strong knowledge of procurement policies, tendering procedures, contract management, supplier management, and commercial negotiations.
- Experience managing end-to-end government procurement and tendering processes is highly preferred.
- Strong understanding of contracts, bank guarantees, performance bonds, and supplier/service-provider agreements.
- Strong analytical, negotiation, communication, and stakeholder-management skills.
- Experience working with ERP/procurement systems and contract management platforms.
- Strong knowledge of MS Office, particularly Excel and PowerPoint.
- UAE Government / Federal Government procurement experience would be an advantage if this is specifically required for the role.
