With your expertise in construction project management, lead and support a team of construction project professionals while guiding the successful delivery of complex and high-priority projects.
Serve as the department’s Federal Emergency Management Agency (FEMA) coordinator and provide project leadership, technical guidance, and oversight for major construction projects from planning through completion.
What to Expect:
Among the varied range of responsibilities held within this role, the Construction Project Supervisor will,
Perform Supervision and Mentoring:
- Supervise and mentor technical and professional level staff to support an effective, motivated team.
- Manage personnel issues relating to staff conflicts, absenteeism, performance issues in a positive manner for the purpose of ensuring the efficient and effective functioning of the work unit.
- Participate in team meetings, communicate status of ongoing projects and/or job tasks, and coordinate work schedule with the team.
- Plan and maintain work systems, procedures, and policies that enable and encourage the optimum performance of its people and other resources within the unit.
Federal Emergency Management Agency (FEMA) Coordinator:
- Serve as the primary point-of-contact with FEMA and the Emergency Management Division (EMD) of Washington Military Department providing professional level written and verbal communications.
- Disseminate key FEMA Public Assistance Program information to Department staff and provide guidance on qualified events, required processes, procedures, and necessary steps to document damages and request FEMA funding in consultation with EMD.
- Organize, schedule, and facilitate on-site meetings with EMD, FEMA, and department staff to review damages and discuss Public Assistance project categories.
- Gather damage documentation from Department staff, prepare funding request application packages, gather appropriate Department signatures, and submit required documentation.
Project Category Lead:
- Oversee the management of FEMA and/or other categories of construction projects with similar scopes and/or types of funding through all stages, from initial review, through scoping, cost estimating, funding, planning, design development, permitting, contracting, implementation/construction, and close-out.
- Coordinate with customers department-wide in various programs to identify, evaluate, and prioritize potential projects.
Project Management:
- Assemble a technical team to identify the necessary project components, which may include purchasing, surveying, drafting, engineering, permitting, cultural resources, construction methods, and contracting.
- Prepare and manage project scopes, schedules, and cost-estimates/ budgets, including forecasting costs and ensuring cost control throughout the project.
- Develop and manage project plans, including tasks, roles, responsibilities, to coordinate team contributions and facilitate efficient completion of tasks ranging from hatchery work to residential work
- Oversee and direct preparation of all phases design development, cost estimates, feasibility studies, engineering plans, and specifications.
Working Conditions:
Work setting, including hazards:
- Duties are performed in an office setting, in the field, and on construction sites including hatchery and wildlife areas.
- Walk on uneven terrain and steep slopes for extended periods of time and tolerate inclement/adverse weather conditions.
- Climb ladders, work from boats, navigate water at depth, and work from elevated locations.
- This position may involve working in or near water, including tasks that require navigating, negotiating, and performing duties related to water environments.
Schedule: Typically, Monday – Friday, 7:00 a.m. – 3:30 p.m. but may be required to work more than 40 hours per week or on weekends as needed.
Travel Requirements: Travel is required throughout the State for up to a week at a time.
Customer Interactions: Frequent interactions varying between Federal, Local, Inter-Agency, and Intra-Agency customers and vendors.
Qualifications:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Required Qualifications:
Bachelor’s degree in architecture, engineering, construction management, building construction, or closely related field.
And
Six (6) years of *professional construction project management experience.
*Relevant professional construction management experience may include experience or knowledge in the following areas:
- Principles and practices of project management for design and construction.
- Engineering and architecture related to design and construction of structures and systems.
- Construction standards and practices.
- Construction scheduling.
- Building codes.
- Cost estimating and cost control.
- Environmental and construction permitting.
- Public works policies and procedures.
- Fundamentals of structural, mechanical, electrical, water systems.
- Construction practices related to convenience, comfort, efficiency, safety and accessibility.
- Administrative procedures and systems relating to capital projects
- Supervisory principles and practices.
In addition to the above, all candidates must have the following experience or competencies:
- Strong working knowledge of computer software such as Smartsheet, Bluebeam Revu, Excel, Word and Outlook.
- Experience in customer service.
Certifications/Licenses:
Valid Driver’s License.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess one or more of the following:
Proficient in cost estimation and budget management.
Certifications:
- Project management professional certification.
- Construction training certifications.
- Safety training and certifications (such as OSHA 10/30).
Experience with:
- Managing public works and in-house staff projects.
- Supervising diverse groups of people.
- Construction processes, inspections, and materials testing.
- Developing and managing design and construction contracts.
- Hands-on construction experience acquired through employment with a licensed contractor.
Knowledge of:
- Fish hatchery operations, fish behavior, and fish passage and screening regulations.
- Public works contracting laws and regulations.
