Job Summary

The ULAR Business Manager provides strategic and operational business management for the University Laboratory Animal Resources department, overseeing financial management, budgeting, procurement, cost recovery, personnel and position administration, contracts, vendor relationships, and resource planning. The position analyzes financial and operational data to support program leadership in effective decision-making, workforce planning, research support, and long-term program sustainability.

The Business Manager serves as a key liaison between the animal research program and institutional Finance, Procurement, Human Resources, Sponsored Programs, Facilities, and other administrative units. The position develops and maintains business processes, financial controls, reporting systems, and performance metrics that promote operational efficiency, accountability, regulatory compliance, and responsible stewardship of institutional resources.

Working closely with the ULAR Director and veterinary, husbandry, research, and administrative leadership, the ULAR Business Manager ensures that the program has the financial and administrative infrastructure necessary to support uninterrupted animal care, research activities, regulatory and accreditation requirements, and continued program growth.

Essential Functions

A) Coordinate ULAR Fiscal Operations

1) Create and maintain the departmental cost accounting system including\:

a. Audit and reconcile all ULAR charges to all pertinent Temple accounts.

b. Monitor, audit and prepare all accounts payable to ULAR for services rendered.

c. Account for all departmental expenditures and income.

d. Reconcile expenditures against current FY budget.

e. Recommend to the Director methods to improve billing and fee collection.

2) Perform financial reports and cost analysis reports on a monthly/quarterly basis, respectively, as needed by the Director and/or Medical Center Finance review.

3) Assure current departmental fiscal practices remain in federal compliance with the4 standards set by NIH in the “Cost Analysis and Rate Setting Manual for Animal Resource Facilities”.

4) Oversight of all payment procedures of monies from investigators into the ULAR accounts for animal purchases, feed and special supplies/equipment.

5) Maintain signature authority for all ULAR accounts and assign source of funds for all purchase requisitions.

6) Monitor all contract purchases and services provided on service contracts to assure that charges reconcile with the services provided.

7) Work with vendors regarding new services, availability, delivery and problems involving animal purchases and financial matters. Maintain current vendor and price lists for all supply items and equipment purchased to ensure competitive pricing.

8) Monitor all ULAR expenditures and provide general recommendations for cost containment including\:

a. Capital equipment (cage washers, biosafety cabinets, auto claves)

b. Consumables (feed, bedding)

c. Supplies (carts, cages, chemicals)

d. Veterinary and office supplies and equipment

B) Develop the ULAR Operating Budgetary and Annual Departmental Rate Setting

1) Monitor and audit the departmental budget on an ongoing basis. Prepare detailed monthly internal income, expenditure, and animal population reports for the Director.

2) Analyze annual departmental expenditure, income, salary date, and animal populations. Utilizing this data prepare the annual budget report and participate with the Director, in association with the Administrative Director and Clinical Veterinarians, in budget projections.

3) With the Director, provide rate-setting information and update the fee schedule (per diem and special services fees) to ensure that fees are representative of animal usage, income and expenses.

C) Oversight of the Cayuse™ Management Information System and Departmental Computers

1) Maintain effective operation of the Cayuse™ system by working directly with the vendor and Temple IT to address specific program functions to meet the departmental needs in the following areas\:

a. Purchasing

b. Billing

c. Specialized reports for in-house use

2) Work with the vendor and with Temple IT to assure that the Cayuse™ software addresses and meets the following departmental needs, as requested\:

a. Automatic cage card generation

b. Specialized reports for regulatory agencies

c. Cost analysis to set annual budgetary projections

3) Oversight of departmental personnel training to assure that they are proficient in the use of the Cayuse™ system.

4) Train investigators on the functionality and use of the system for animal census

D) ULAR Security System

1) Oversee ULAR assignment of security access to appropriate research personnel and ULAR staff members.

2) Work with Temple IT and Diamond Dollars office to troubleshoot logistical issues.

3) Coordinate receipt of facility entry reports as needed for regulatory agencies.

E) Supervision and Staff Direction

1) Train and supervise Administrative Specialist and other business office support staff

2) Perform HR related supervisory responsibilities including position descriptions, performance evaluations, proposed merit increases, corrective action and release from employment.

3) Train and direct work study students (2 part-time) in their assigned responsibilities.

4) Perform administrative responsibilities associated with the onboarding and offboarding of employees.

F) NIH Grant Expenditures and Fiscal Information – research and provide pertinent fiscal information to the Director for potential grant submissions.

G) Departmental Contact for Regulatory Agencies – assist the Director with providing departmental information regarding animal facility registration, annual reports, annual inspections and facility accreditation for the following agencies\:

1) The United States Department of Agriculture

2) NIH – Office for Laboratory Animal Welfare (OLAW)

3) AAALAC International

Required Education and Experience

Bachelor’s Degree + 5 years administrative experience. An equivalent combination of education and relevant experience may be considered.

Required Skills and Abilities

* Excellent written and verbal communication skills required.

* Demonstrated ability to work independently, with minimal supervision, required.

* Demonstrated computer software and database management skills required.

Preferred

*Master’s degree + 3 years relevant experience

*Demonstrated experience working with a computerized laboratory animal management computer system.

*5 years of administrative experience in a medical or healthcare environment.
