WSP is initiating a search for a Structural Asset and Program Manager to provide program-level ownership and stewardship of the Illinois Tollway’s structural assets, including bridges, structural walls, overhead sign structures, plaza canopies, communication towers and other structural systems. This role will connect inspection findings, asset condition, maintenance needs, repair programming, capital planning, project scoping, and annual reporting into a coordinated structural asset management program.

This position is designed for a respected leader who combines strong technical judgment with an asset-management mindset. The successful candidate will look beyond individual inspections or projects to understand condition, risk, lifecycle needs, and investment priorities, helping the Illinois Tollway maintain structural assets in a state of good repair.

The Structural Asset and Program Manager will be supported by inspection teams, engineers, technical specialists, and subject matter experts, providing access to deep institutional knowledge and technical resources. The role requires a blend of structural engineering expertise, project management, data-informed decision-making, team management, and coordination with Illinois Tollway departments and partner agencies.

Your Impact

- Structural Asset Program Leadership

• Report through and work in close partnership with the GEC Trust Indenture Manager to manage inspections for structural assets.

• Provide ownership and stewardship for bridges, structural walls, overhead sign structures, plaza canopies, communication towers and other assigned structural assets from inspection and condition assessment through maintenance, repair, rehabilitation, and replacement.

• Work closely with the Agency Program Manager to meet IDOT and FHWA bridge inspection and reporting requirements.

• Establish a clear, coordinated view of structural asset condition, risk, priority needs, planned work, and remaining gaps across maintenance and capital programs.

• Translate structural condition information into practical recommendations that balance operational needs and lifecycle performance.

• Coordinate structural asset priorities across inspection, design, construction, maintenance, planning, and programming stakeholders.

• Establish and maintain program governance, procedures, roles, quality expectations, and controls for structural inspection and condition-assessment programs.

• Evaluate and improve workflows and business processes across structural asset inspections and operations.

- Inspection and Condition Assessment Coordination

• Lead and coordinate the overall inspection programs for bridges, structural walls, overhead sign structures, plaza canopies, communication towers and other structural assets, ensuring inspection cycles, assignments, deliverables, and follow-up actions are aligned.

• Promote consistent and innovative inspection practices, documentation, engineering judgment, quality control, data entry, and escalation of urgent or high-risk conditions.

• Confirm identified deficiencies are clearly documented, prioritized, assigned, and tracked through resolution, with appropriate interim monitoring or risk-reduction measures are implemented.

• Coordinate with technical specialists and inspection leaders on findings, conditions, deterioration trends, and situations requiring additional evaluation or testing.

• Coordinate the acceptance and transition of new, reconstructed, and rehabilitated structural assets into the Illinois Tollway’s structural asset program.

• Lead the structural asset response and recovery program following major incidents affecting Illinois Tollway structures, coordinating assessments, stabilization, and repairs with technical and operational teams.

- Asset Management, Repair Programming, and State of Good Repair

• Own the program-level process for evaluating inspection findings and asset-condition data and developing prioritized maintenance, repair, rehabilitation, and replacement recommendations.

• Develop and maintain near-term and long-range outlooks for structural asset needs, including recommended timing, conceptual repair approaches, and planning-level cost information.

• Help define practical intervention strategies that preserve service life, address deterioration before conditions become critical, and support lifecycle-based investment decisions.

• Identify recurring conditions, systemic vulnerabilities, and opportunities for preservation, standard repairs, bundling, or programmatic delivery across the system.

- Capital Planning, Project Scoping, and Concept Development

• Provide structural asset input into capital program development, project identification, and prioritization so known condition and lifecycle needs are incorporated at the appropriate time.

• Lead or support structural scoping and concept-level development, including problem statements, asset needs, anticipated repair or replacement limits, preliminary alternatives, risk considerations, and planning-level cost and schedule input.

• Provide continuity from inspection and asset planning into design and construction, helping teams understand the condition-based rationale, priority, and intended outcome of structural work.

- Annual Reporting, Data, and Program Governance

• Lead annual reporting for assigned structural asset classes, including inventory, age, condition, inspection activity, completed repairs, open deficiencies, renewal and replacement needs, and recommended actions.

• Maintain confidence in structural asset data by promoting consistent inventories, condition ratings, repair priorities, ownership information, and status updates within the Illinois Tollway’s asset-management systems.

• Support Trust Indenture reporting responsibilities related to structural assets.

- Partner Agency and Stakeholder Coordination

• Aid in coordination with partner agencies regarding shared, adjacent, or jurisdictionally complex structural assets.

• Maintain awareness of partner-agency plans that may affect Illinois Tollway structures and identify opportunities to coordinate inspections, repairs, rehabilitation, replacements, access, traffic control, agreements, and delivery schedules.

- People Leadership and Technical Development

• Supervise and develop GEC structural asset, inspection, and engineering staff; establish priorities, balance workloads, and support accountability for quality and delivery.

• Build collaboration among inspection teams, design engineers, asset managers, maintenance personnel, and subject matter experts.

• Mentor staff in structural engineering judgment, asset-management thinking, risk communication, documentation, and program leadership.

• Identify staffing, succession, and technical training needs and help attract and develop talent for future program growth.

• Create an environment in which staff can raise risks early, challenge assumptions constructively, and develop practical solutions collaboratively.
