Head of Technical Delivery

Blue Light Card · Leicester, United Kingdom · hybrid

Blue Light Card. Individually great, together unstoppable

The Role and the Team

Good delivery is what turns ambition into outcomes, and at Blue Light Card that capability is still taking shape. We’re looking for a Head of Technical Delivery to cover this role on a 13-month fixed-term contract starting in February 2027.

You’ll own technical delivery across our Engineering, Product, Design and Data (EPDD) functions, from vendor contracts and budgets through to quarterly planning and clear delivery reporting for Directors and Executives. You’ll support and manage our Technical Delivery Managers, who look after day-to-day squad delivery, and you’ll report to our Chief Technology Officer.

This is a newly formed function that’s still growing, with new delivery managers joining, so the work is as much about embedding good ways of working as it is about planning. You’ll work closely with Finance, Directors, Heads of and business owners, stay close to the detail, and help us use AI sensibly to deliver outcomes rather than for its own sake. Day to day you’ll use tools such as Jira, Swarmia, Excel and Claude.

What You’ll Do

- Own relationships with external vendors and agencies from start to finish, including contracts, financials, account management and delivery reporting, and plan when contractor resource rolls on and off

- Work with Finance to manage EPDD budgets, including CapEx reporting, headcount and resourcing

- Run the quarterly and annual planning process for EPDD, including capacity planning, representing the function alongside our Strategy Director, Product Director and other business functions

- Build and continuously improve Exec-level reporting on delivery across all squads and agency partners, acting as the main point of contact for programme status and surfacing risks early

- Manage and support the Technical Delivery Managers, helping squad-level delivery, ceremonies and blockers get handled day to day, and support hiring across the wider EPDD team

- Grow and embed the Delivery function, turning new ways of working into everyday practice as new delivery managers join

- Translate business needs into clear, product-focused delivery plans with EPDD teams and business owners

- Programme manage cross-functional initiatives led by EPDD, helping the business understand and prepare for the impact of change

What You’ll Bring

- Extensive experience coordinating and delivering large, multi-team programmes in a product and tech-led organisation, in a role such as Head of Delivery, Delivery Lead or Programme Manager, and comfortable in agile, hybrid or more traditional delivery environments

- A background engaging and influencing stakeholders at every level, from delivery teams to Directors and Executives, with the credibility and calm authority to take on high-visibility initiatives and build trust quickly

- Experience owning external vendor and agency relationships, including contracts and financials, as well as delivery coordination

- Confidence using data and tooling such as Jira, Confluence, engineering metrics platforms and roadmap software to build reporting, while staying close to the detail in a small, growing function

- Experience turning high-level direction into action and embedding change once it has landed, finding your own ways to unblock problems and knowing when to escalate

- Clear communication and strong people skills, with experience bringing diverse teams together around shared goals and handling ambiguity, challenge and change with resilience and empathy

- Experience using AI effectively to improve how work gets done would be a bonus, but is not essential
