TITLE: Manager of Safety & Training
SALARY RANGE: $96,994 - $189,822 Annually (Offer of compensation will be between $96,994 and $143,408 annually, commensurate with background and experience of the individual selected.)
REPORTS TO: Director of Human Resources
POSITION SUMMARY
Under general supervision of the Director of Human Resources, the Manager of Safety and Training management of safety, risk, and training activities and programs, including measures to reduce accidents and hazards, general liability and workplace injury claims, safety inspections, and required training of all employees
ESSENTIAL DUTIES/RESPONSIBILITIES

- Manage risk programs, including workers’ compensation, liability claims, and return-to-work. Coordinate claims reporting to external agencies.
- Develop and implement internal safety programs, policies, and procedures which encourage a “safety first” mentality among staff and passengers.
- Conduct audits/inspections of department work locations. Identify potential safety concerns and consult with directors and managers on department safety matters, including corrective action.
- Develop, implement, and maintain all required safety plans which include but are not limited to the Federal Transit Administration (FTA) Public Transportation Agency Safety Plan (PTASP) and CalOSHA’s Injury and Illness Prevention Program (IIPP) and Workplace Violence Prevention Plan (WVPP).
- Coordinate emergency response programs and serve as a liaison to County and Regional Emergency Operations Center (EOC).
- Oversee training and instruction of all employees, including legally mandated training as well as training and instruction of new and current personnel requiring a Class B Commercial driver’s license (CDL), including required forms.
- Develop and maintain employee training manuals, materials, and presentations.
- Ensure compliance with Federal Motor Carrier Safety Administration (FMCSA) Training Provider Registry requirements and Entry-Level Driver Training (ELDT) regulations.
- Manage the Department of Motor Vehicles (DMV) Employer pull notice program, including review and maintenance of records.
- Administer County Connection’s Department of Motor Vehicles (DMV) Employer Testing Program (ETP).
- Oversee National Transit Database (NTD) safety and accident reporting processes to ensure accurate, timely, and compliant reporting of incidents, accidents, and safety performance data.
- Prepare correspondence and reports for staff, the Board of Directors, and regulatory agencies; present to the Board of Directors and other external agencies as needed.
- Support the revision, updating, and ongoing maintenance of the employee handbook as it relates to safety, training, and risk to ensure accuracy, compliance, and alignment with agency policies.
- Represent County Connection through participation in internal and external committees or groups as needed.
SUPERVISORY RESPONSIBILITIES
The Manager of Safety & Training manages training department staff and carries out supervisory responsibilities in accordance with County Connection policies and applicable laws.
REQUIREMENTS
Minimum Qualifications
- Education equivalent to a Bachelor’s degree from a four-year college or university, with major course work in business administration, public administration, occupational health and safety, risk management, training and development, or closely related field.
- Minimum of five (5) years of progressively responsible experience in safety, training, and instruction including two (2) years of supervisory experience.
- Related experience or training that demonstrates substantial knowledge and abilities pertinent to specific job functions may qualify for substitution of the education requirement defined as a minimum of ten years of related progressive management responsibilities experience and/or training.
Licensing & Certification
- Must possess and maintain a valid class B commercial driver's license (CDL) with Passenger (P) endorsement and air brake certification. Must have a satisfactory driving record to maintain that license and valid Department of Transportation (DOT) Medical Examiner’s Certificate.
- Must possess DOT Training Instructor Certification.
