Job Description:
Parsons is seeking a PMIS Business Analyst to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure.
Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.
What You'll Be Doing:
- Configure and integrate the Project Management Information System so staff can track requirements, decisions, cost, schedule, quality, and turnover using consistent data.
- Support practical workflows and trustworthy reporting across factory, site, and program-level activities, serving as the day-to-day PMIS subject matter expert for the project team.
- Act as the business analyst for the PMIS: lead discovery sessions, document current- and future-state processes, and define information requirements, data structures, identifiers, workflow ownership, and integration priorities with program leads.
- Configure approved forms, workflows, permissions, dashboards, and interfaces within the selected technology environment.
- Connect schedule, cost, document, inspection, module-traceability, and asset datasets with validation and reconciliation controls.
- Manage configuration changes, user acceptance testing, data migration checks, and approved release documentation.
- Develop and deliver role-based training (instructor-led, virtual, and quick-reference guides), provide first-line user support, resolve workflow issues, monitor data quality, and maintain configuration/support guides.
- Coordinate access, security, records retention, export, and handoff requirements with authorized IT/security personnel.
- Serve as the primary liaison with the PMIS vendor for support tickets, enhancement requests, and release updates, and track issues through resolution.
- Establish and enforce PMIS governance, including naming conventions, change request intake, user provisioning/deprovisioning, periodic access reviews, and system audit readiness.
What Required Skills You'll Bring:
- Bachelor’s degree in information systems, engineering, construction management, or related field (or equivalent combination of education and experience)
- 5+ years of PMIS, construction technology, or systems integration experience, including at least one full PMIS implementation lifecycle.
- Experience configuring workflows, role-based access, data models, dashboards, and controlled integrations.
- Ability to map construction business processes, test data interfaces, document changes, and train nontechnical users.
- Working knowledge of capital program controls processes, including RFIs, submittals, change management, cost and budget tracking, invoicing/pay applications, inspections, and closeout.
- Hands-on experience implementing, configuring, administering, and integrating enterprise PMIS platforms such as Kahua and Autodesk Forma, including workflows, data integrations, reporting, and user support. Kahua experience strongly preferred.
- Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
- Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
- Ability to foster a one-team mindset across government, design-build, and Owner’s Advisor stakeholders, and to manage competing priorities with a strong customer-service orientation.
What Desired Skills You'll Bring:
- Experience with Power BI, SQL/APIs, Power Platform, Primavera interfaces, or comparable tools relevant to the selected environment.
- Federal information handling, modular asset traceability, construction data governance, and system turnover experience.
