GENERAL STATEMENT OF JOB
Under limited supervision, The Director of Human Resources and Risk Management plans, directs, and executes an organization's comprehensive human resources strategies and risk-mitigation infrastructure. This role bridges the gap between workforce development and organizational compliance, ensuring that talent acquisition, labor relations, employee benefits, and workplace safety operate in alignment with fiscal security and regulatory laws. Reports to the City Manager.
This is an exempt position with a starting salary of $112,372.49 annually depending on experience and qualifications. Included is a generous benefits package offering health, dental, vision, and life insurance, 11 paid holidays, paid time off, pension and more.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Directs staff and activities for the Human Resources & Risk Management Department and performs highly skilled administrative work planning, organizing, directing and coordinating the City's personnel programs which includes among others, employment; policy development/implementation; safety; benefits coordination; labor relations; records maintenance; grievance administration; employee assistance; performance evaluation programs; training; risk management and maintaining compliance with all Federal, State, local and City ordinance laws, rules and regulations.
Administers and negotiates collective bargaining agreements with unions; analyzes and interprets contract provisions; assists management in administration of contracts, policies and procedures, and administrative hearings; administers general employee relations matters; administers union and non-union disciplinary process.
Prepares the department’s annual budget and monitors appropriated funds.
Analyzes future staffing requirements; develops appropriate recruitment/training programs to ensure future work force requirements will be achieved.
Responds to City Manager and department directors for requests for assistance.
Coordinates and administers all City benefits including all lines of insurance coverage, including property and liability, Workers' Compensation, Total Managed Care Program, Employee Assistance Program and Drug-Free Workplace.
Administers City's compensation and classification program in accordance with sound management objectives and applicable Federal, State, local and City ordinance requirements.
Maintains thorough working knowledge of current/pending applicable Federal, State and local legislation; consults with outside agencies as necessary; recommends compliance action where necessary.
Monitors all employee personnel actions; reviews and approves performance evaluations.
Responsible for all personnel records for the City, including files of current/former employees, insurance and pension plans, medical files.
Complies with all record-keeping requirements, personnel action requests, legal requirements and special projects.
Risk Management & Compliance
Liability & Loss Control: Identify potential structural, financial, or operational exposures and establish mitigation measures to prevent liability claims.
Workers' Compensation: Coordinate, report, and monitor all workers' compensation claims, overseeing medical documentation, return-to-work programs, and legal counsel communications.
Workplace Safety & OSHA: Develop and enforce comprehensive occupational health and safety standards, coordinate safety training, and conduct regular site inspections.
Insurance Administration: Manage the procurement, renewal, and maintenance of liability, property, auto, and self-funded insurance policies.
Provides information to the City Council, citizens and outside agencies.
